ASSI Project Manager

Plan is a member of an international non-government organisation (INGO) consortium called the ASEAN Agreement on Disaster Management and Emergency Response (AADMER) Partnership Group (APG), led by Oxfam GB, comprising of Save the Children, World Vision, Child Fund, Help Age, and Mercy Malaysia. This consortium has developed a work plan that aims to strengthen ASEAN in implementing AADMER. The implementation of the Safe School activities and the integration of disaster risk reduction (DRR) in Education have been identified as two sub-components of the AADMER Work Programmes for 2010-2015.

Plan has been nominated to lead the APG for ASEAN Safe School Initiative (ASSI), which has been endorsed and approved by ASEAN. The specific objectives of ASSI are to: 1) increase funding, tools, local expertise and guidance for the Safe Schools Initiatives in the ASEAN region; and 2) improve capacities at national level through inter-agency collaboration and the use of the Comprehensive School Safety Framework.
We are looking to recruit a senior Programme Manager to lead the development and implementation of ASSI, facilitate the recruitment of the Project Management Team (PMT) in coordination with other ASSI Member Organisations, manage all stakeholder relationships, assist in securing additional funding in close consultation and coordination with the ASEAN Secretariat, and deliver Plan’s and the consortium’s strategic and operational objectives of this initiative.
As we need to start implemention as soon as possible, we are looking for immediate or short-term availability.
Knowledge:
  • Knowledge of bi-lateral, multi-lateral and other institutional donors.
  • Knowledge in DRR programmes and plans in ASEAN Member States, preferably on integrating DRR in the education sector.
  • Knowledge and understanding of humanitarian and longer-term development approaches, including Plan’s Child Centred Community Development approach.
  • Demonstrable understanding of programme and community development issues, with experience of or ability to work directly with NGOs in risk reduction.
  • Understanding of humanitarian and development issues in South East Asia region.
  • Knowledge of South East Asia working practices and culture is an advantage
Skills:
  • Strong senior level negotiation and diplomacy skills

  • Fluency in spoken and written English
  • Coordinating multiple stakeholders
  • Balancing conflicting priorities whilst adhering to Plan’s internal policies and priorities

Experience:
  • Experience in securing and managing multi-million dollar funding from institutional donors
  • Significant experience working in complex partnerships and consortium programmes
  • Significant experience in programme development and managing partners
  • Significant experience in DRR, in particular Safe Schools programmes in the ASEAN region
  • Proven management experience in the field

Type of Role: fixed term contract until 31st January 2016 - possible extension dependent on funding
Location: Any south-east Asian country within which Plan operates.
Reports to: Deputy Regional Director, Programmes - Asia Region.
Grade: F.
