Summary of Position
IREX seeks a Higher Education Partnerships Specialist for an anticipated USAID-funded Higher Education Program in Indonesia. The program is expected to help the GOI reform Indonesia’s higher education system by stimulating linkages between American and Indonesian higher education institutions to improve the curriculum and teaching practices, enhance organizational management, and increase applied research in a variety of disciplines, especially in science and technology.

The position is contingent on funding.

Summary of Responsibilities:
  • Serve as a liaison between the Indonesian government counterparts as well as American and Indonesian higher education institutions (HEI) to advocate for reform of higher educational policies that improve the quality and relevance of higher education and functioning of the sector
  • Facilitate partnerships among local HEI’s and collaboration between HEIs and key higher education sector stakeholders
  • Foster private public partnerships with local and regional industries in support of research and development
  • Strengthen policy and management capacity of higher education institutions
    • Improve capacity in policy, administration and finance in selected higher education institutions
    • Improve qualifications of faculty and research staff in higher education institutions engaged in selected disciplines
    • Support graduate and post-graduate scholarships utilizing traditional and non-traditional, cost-effective approaches such as twinning or “sandwich” programs, enrichment programs, and faculty exchange programs between U.S. and local universities.
    • Assist in monitoring, evaluation and reporting functions
    • Leadership and management of program staff

Skills and Qualifications:
  • Must have at least 5 years of relevant experience working on higher education management, education policy, and administration
  • Must have at least 5 years of relevant experience working on programs to improve qualifications of faculty and staff in higher education institutions engaged in relevant Science, Technology, and Innovation (STI) disciplines
  • In-depth understanding of organizational development, financial management, supervision, staff development, and learning assessment issues as they relate to higher education management
  • In-depth knowledge of the Indonesian education system
  • Demonstrated ability to work with host government and cooperating partners in implementing a complex project in the field
  • Excellent interpersonal and team work skills
  • Demonstrated ability to design and deliver effective capacity building programming
  • Experience with USAID training regulations
  • Ability to communicate professionally and provide written reporting in English required
