CALL FOR PROPOSAL - GENDER EXPERT

The foundation "Hanns R. Neumann Stiftung" (HRNS) promotes sustainable
development of smallholder coffee farming communities. It implements
hands-on projects focussed at improving the competitiveness of smallholder
farmers through the establishment of commercially focused farmer
organizations capable of providing extension, value addition, marketing and
other important support services to their members.


HRNS has started implementing projects in Robusta-producing regions of
Indonesia (OKU Selatan), targeting 15,000 farming households between 2014
and 2019. In previous projects in other parts of the world, it has become
evident that production increase or product quality improvement may lead to
increased revenues. However task allocation in coffee production and sharing
of (additional) revenues is often not gender equitable. Therefore HRNS wants
to understand how addressing gender issues can positively contribute to
coffee farmers' livelihoods.

Position/Time/Location: Gender expert (or small team of experts); September
2014; OKU Selatan

Objectives

To develop and implement a thorough gender mainstreaming approach to ensure
that gender equality and women empowerment are central to all project
activities

Activities
* Conduct a case study in OKU Selatan, South Sumatra to assess the
problems that may exist in the coffee sector (at the household, community,
kelompoktani and gapoktan level) with regard to gender equality and
participation of women in decision making and business planning. Particular
attention shall be paid to differences between ethnicities and religions,
task allocation between men and women, age related differences, etc.
* Analyze the issues and prepare a report with recommendations on
strategies, tools and methodologies for achieving gender mainstreaming into
project activities.
* Present the gender mainstreaming strategy to the project team and
train project staff on basic gender concepts.

Deliverables:
* Quantitative and qualitative report in English describing the gender
related issues in the coffee sector and providing a clear and detailed
strategy to integrate gender mainstreaming in project activities
* 2-day training on basic gender concepts.

Skills and Professional Qualification
* The candidate will have solid experience in gender mainstreaming at
rural level, especially with smallholder farmers in Indonesia. She/he will
be familiar with different approaches and methodologies and able to adapt
these in different situations.
* The candidate will have the necessary skills to collect and analyse
information.
* A degree in a related field will be required further to strong
computer and reporting skills, and excellent command of English.
