Center on Child Protection Vacancy: Knowledge Manager

Background
University of Indonesia in partnership with the Government of Indonesia and Columbia University
established the Center on Child Protection at the University of Indonesia (PUSKAPA UI) in
December 2009. The purpose of the Center is to inform public policy and practices that
strengthen and protect the lives of children in Indonesia and beyond in the context of
changing demography and decentralization. PUSKAPA grounds its work to shape better
policies and practices that facilitate better access for children and families to health, education,
protection and social services. PUSKAPA also aims to give child protection and wellbeing
discussion a scientific rigor as well as positioning it in the academic landscape. PUSKAPA seeks
to identify child’s vulnerability and its determinants as well as to address inequality affecting the
wellbeing of children and promoting sustainable solutions to complex problems affecting families
and communities.


PUSKAPA is run by a group of interdisciplinary cross-institutional faculties and professionals,
and pursues its goals through four inter-related sets of approaches:
1) Research and Publications to support evidence-based policy and program development;
2) Policy Dialogues building on our analytical work; 3) Model/Pilot Interventions where we
implement program activities and advocate for evaluation-based policy changes; and 4)
Capacity Building to prepare future generations and to build the capacity of practitioners to
improve the wellbeing of children.

Being created in partnership with the Government of Indonesia allows PUSKAPA’s work to have
the most relevance in addressing child protection within the context of key national concerns
including economic development, social protection, access to justice, and issues of
sustainability. PUSKAPA works hand in hand with key ministries, civil society organizations,
universities, humanitarian and development agencies, the United Nations, and other
intergovernmental groups. PUSKAPA is highly regarded by the child protection community,
commands high respect from the Government and is annually managing in average 3 billion
rupiah worth of projects and activities.

Knowledge Manager Post General Description
Under the guidance and supervision of the Co-Directors and technical coordination with
Columbia University, developing and implementing an integrated approach in capturing, sharing,
distributing, and using of knowledge and PUSKAPA’s assets of information. The manager
gradually supports a systematic establishment of PUSKAPA’s one stop center of knowledge on
child protection and wellbeing in Indonesia; continuously identifying and promoting the national
and sub-national initiatives and opportunities for innovations that focuses on child protection and
wellbeing priorities; and identifying and documenting lessons learned of the ongoing PUSKAPA’s
initiatives. S/he is expected to work with program colleagues in fostering critical thinking on how
public policies and practices may best ensure child protection and wellbeing outcomes.

Specifics
1. To manage PUSKAPA information assets, including databases, library, documents, policies,
procedures, travel/back-to-the-office reports, minutes of meeting and expertise and
experience of program colleagues.
2. To undertake data mining as needed by programs, which include of best practices, lessons
learned and after-action analysis
3. To develop and implement an online and offline support of communities of practice in child
protection and wellbeing sector through but not limited to PUSKAPA’s website and
established learning events such as monthly seminars, workshops, discussion forums, and
networks.
4. To apply and use such knowledge bases, networks, communities of practice and other
sources to synthesize PUSKAPA’s program planning, responses and reporting as well as
initiatives on child protection and wellbeing in general.
5. To develop expertise directories on child protection and wellbeing building from PUSKAPA’s
own partners database.
6. To act as key contact for data requests by responding to queries and by assisting program
and operation colleagues in accessing knowledge management tools and resources.
7. To prepare and execute written stories, social media and multi-media packages.

Qualifications
! University’s degree in science/social sciences, management, education, or other related
disciplines.
! 5 years of experience leading and applying knowledge management system for evidencebased
advocacy, institutional reform and capacity development on child protection and
wellbeing or in general.
! 5 years of leading technical partnership with government or other stakeholders on
knowledge management system.
! Variety of experiences in management of social programming. Experience with poverty
reduction and/or social protection-related programs is desirable.
! Professional working experience in child protection and wellbeing-related field at national
level is an advantage. International experience is an asset.
! Sound knowledge of latest developments in the field of Child Protection and Child Rights.
! Work and/or study experience with University of Indonesia is an advantage.
! Experience in research and/or teaching activities within University of Indonesia is desirable.
! Fluency in English and Bahasa Indonesia with good writing skills in English and Bahasa
Indonesia.
! Having analytical, negotiation, and communication skills.
! Having facilitation of trainings skills.
! Ability to work independently including having computer skills, internet navigation and
various office applications.
! Having supervisory and managerial skills.
! Ability to work in a team and in a diverse and multicultural environment.
