The Environmental
Governance for Sustainable Livelihoods Project (EGSLP) is a 7 year development
assistance project funded by the Canadian Government Department of Foreign
Affairs, Trade and Development (DFATD) and implemented by SNC-Lavalin
International Inc. EGSLP is currently seeking the services of two Indonesian
individuals to provide assistance in the formation of a White Paper and
Institutional Plan with respect to Integrated Water Conservation Management in
Indonesia.
Both individuals
would be hired by and work under the supervision of EGSLP. However, the
consultants’ responsibilities include liaison with and taking technical
direction from BAPPENAS Directorate of Forest and Water Conservation.
The positions are
full-time positions with limited duration of up to 8 months. The consultants
should have an advanced degree in water conservation or a related field and 10
year work experience. In addition, the consultants should have capacity to
prepare reports in both Bahasa Indonesia and Inggris.
Salaries are to be negotiated but will be comparable to similar positions.

The two positions
are:
1.
Integrated Water Conservation
Technical Specialist
The consultant is
ultimately responsible for the production of a white paper on Integrated Water
Conservation Management to provide input to the creation of a National Policy
on Integrated Water Conservation Management. The White Paper is to provide an
analysis of challenges, objectives and priority actions to be included in the
next National Mid-Term Development Plan with respect to Integrated Water
Conservation Management.
Specific Duties:
·
Analyze the current status of
water conservation capacity throughout Indonesia (6 Regions);
·
Conduct a comprehensive
compilation and analysis of current practice throughout Indonesia with regards
to water conservation management including the impacts of PP 37/2012 regarding
Integrated Watershed Management Planning and PP 42/2008 regarding Water
Management Planning on the capacity for water conservation;
·
Identify gaps and weaknesses in
current practice addressing water conservation management; and
·
Provide an analysis of
resources needed (human, technical and financial) to adequately address water
conservation management.
2.
Water Conservation
Governance/Institutional Specialist
The
consultant is to prepare an institutional plan for the Institutional Water
Conservation Management Secretariat covering terms of reference, core duties
and responsibilities, and institutional capacity development plan. In addition,
the consultant is to facilitate the implementation of Regional Workshops.
Specific Duties:

Assess and compile current
laws, regulations and institutional arrangements at the National, Provincial
and District Levels throughout Indonesia with regards to water conservation
management;
·
Identify weaknesses and gaps in
current institutional arrangements for sustainable water conservation
management;
·
Provide an analysis of
governance / institutional needs to adequately address ;
·
Prepare a report detailing
current practice and future needs for the sustainable water conservation
management;
·
Facilitate the implementation
of Regional Workshops to elicit regional input on water conservation
management;
·
Prepare an Institutional Plan
for the Integrated Water Conservation Management Secretariat including core
responsibilities, capacity development needs, and funding sources for inclusion
in the next National Mid-Term Development Plan with respect to Integrated Water
Conservation Management.
