Background
Center
for Local Government Innovation or known as Yayasan Inovasi Pemerintah
Daerah (YIPD) is an independent, not for profit, technical service
foundation and a sustainable resource of ideas, concepts, and
innovations on relevant set of local government topics and sectors
impacted by Indonesia’s decentralization program. YIPD aims to
positively contribute to Indonesia's decentralization process by
enabling local governments to more professionally manage local resources
and enhance public service delivery to local community. Within this context, since established in 2001, YIPD has been focusing its activities in six main areas: 1. Local Government Institutional/Organizational Development; 2. Local Government General Management; 3. Human Resources Management; 4. Local Government Financial Management; 5. Policy Analysis; and 6. Knowledge Management.
YIPD
works in partnership with local governments or parliaments and their
associations, community organizations, universities, donors, and the
private sectors to best achieve good governance in Indonesia. YIPD is an
independent foundation with funding from various sources such as USAID,
DFAT, WB, CIDA, CDIA, GIZ, multinational companies and local
governments.
JOB PURPOSE
· To represent YIPD’s office at all levels,
· To
strengthen YIPD’s relations with wider local government and its
associates, donors INGOs and NGOs to consolidate and develop the
visibility and image of the organization,
· To deliver effective programs according to organisation strategies,
· To
facilitate professional and effective communication and cooperation
with other development organizations to ensure maximum impact of the
organisation’s work,
SCOPE AND AUTHORITY
Reporting
to the Executive Director, the Program Director has responsibilities to
ensure that YIPD’s work comply with organization’s strategies for
realizing local government innovation and good governance. Under the
guidance of the Executive Director, the Program Director will be
responsible for the development of business plan; program/project staff
supervision and development; program design, implementation, monitoring
and evaluation; the enhancement of the organization’s knowledge
management and research center; and advancing organization’s network and
visibility.
KEY ACCOUNTABILITIES
1. PROGRAM MANAGEMENT AND IMPLEMENTATION
· Provide direction to ensure the effectiveness and positive impact of the programs implemented by the office,
· Ensure the production of high quality donor reports and project proposals for donors by the agreed deadlines,
· Ensure transparency and accountability of all programs activities and practices,
·
Ensure programs adhere to child protection principles and good governance principles.
2. STRATEGIC DIRECTION AND PLANNING
· Provide
overall strategic planning leadership and technical backing for office
programs in line with office strategic parameters;
· Contribute to the development of policies on major issues and/or advocacy with a range of stakeholders,
· Strengthen the foundation institutionally, financially and
managerially.
3. FUNDRAISING, REPRESENTATION AND NETWORKING
· Identify potential donors and institutional funding opportunities and secure funding sources for the office project;
· Build
and strengthen relationships with partners, INGOs, UN, institutional
donors and relevant Government Departments and Local Government;
· Support fundraising activities to make the foundation financially sustainable and independent,
4. STAFF CAPACITY BUILDING, SUPPORT AND DEVELOPMENT
· Contribute
in ensuring that a human resource strategy and implementation plan is
developed, monitored and reviewed as an integral part of the strategic
planning process,
· Optimize
staff performance through ensuring that effective processes are in
place to support and encourage their personal and professional
development,
· Provide full-time leadership to all program staff of the foundation,
5. ADMINISTRATION AND
MANAGEMENT
· Ensure effective grant management in accordance to foundation procedures and performance targets.
· Carry out other duties as required.
Qualification and criteria:
· Minimum
education background is master's degree (MA) in social sciences,
public/business administration, public policy, regional planning, or
equivalent,
· Experience
as Program Director or report directly to Executive Director for and/or
has worked in Non-Government Organization(s) or solid professional
working experiences for at least 5 years,
· Familiar and has working experiences in consulting environment,
· Practical knowledge in human resources management and business development,
· Proven
ability for accuracy and work under pressure and adherence to
deadlines; strong supervisory skills and able to work independently and
part of team,
· Keen
to learn on local governance challenges and have an interest in certain
development issues such as (but not limited to) Urban Financing,
Climate Change Financing, City Credit Worthiness, Strategic
Environmental Assessment, Low Emission Development, Revenue Enhancement
Program, and Municipal Bonds.
· Demonstrated
capacity to develop, analyze, assess and write technical reports,
proposals, and relevant synthesis; with knowledge in public policy and
advocacy,
· Proven record in securing project funding from donors,
· Excellent
interpersonal and communication skills to interact constructively with
different stakeholders, in English and Bahasa Indonesia (incl. oral
presentation and writing),
· Ability
to play pivotal role in the development of partnership with to with
government agencies, private sector and other civil society
organizations.
