The Knowledge Sector Initiative
(KSI) is a joint initiative between the Governments of Indonesia and Australia
to improve the quality of public policies in Indonesia through the use of
research, analysis and evidence. The program seeks to achieve this by supporting
the capacity building of policy research institutes (the supply side), to
improve the quality of their research to meet policy maker’s needs, improve
systems and regulations in government to support research-based policy making
(enabling environment), and to develop effective models for procuring and using
research to strengthen policies that will benefit the country’s poor (the
demand side), and working with various intermediary organizations involved in
making research-based evidence accessible to policy makers including civil
society organizations and the media (intermediaries). The program, projected to
be 15 years in duration, started implementation in May 2013.
RTI-KSI is currently looking for
highly qualified candidates to fill in the EOL Senior Program Officer, to be based
in Jakarta, Indonesia. This is a senior position requiring a minimum
of 10 years program management experience.
Job Summary:
This position has two key components.
First, because KSI is an experimental program, learning is critical to the
program’s success. In order to be adaptive and responsive, KSI has to
build on the evidence of its work. The Learning Office therefore plays a
critical role in ensuring that the team and its partners build the skills and
systems to learn from experience. Second, strengthening organisational systems
and capacities is a key part of KSI’s support to its partners in government,
civil society organisations and policy research institutes. Knowledge of and
experience in organisational development practice as well as knowledge
management are a central part of this role, complementing the evaluation skills
on the EOL team.
Essential Duties and
Responsibilities:
Under the direction of the EOL
Advisor, the Senior Program Officer, Organisational Development and Learning,
will support organisational development and learning activities across the
Knowledge Sector Initiative. In collaboration with the M&E officers, the
SPO will engage with program staff from the supply, demand and intermediary
teams as well as partners, to assist them in building effective organisational
development and learning into their systems. The SPO, Organisational
Development and Learning will:

Work
closely with the EOL Advisor and external organisational development experts to
develop and maintain an organisational development strategy for KSI;.
·
Work
closely with the EOL Advisor to design organisational development and learning
events with KSI partners as well internally in KSI;
·
Support
knowledge management to foster the use of monitoring and evaluation results;
·
Provide
advice and guidance to KSI partners on strategies and approaches to
organisational development, knowledge management and organisational learning;
·
Identify
resources to support organisational development and organisational learning;
and
·
Support
the EOL Advisor in developing strategies and activities for cross-program
learning.
Terms of Reference:
·
Support
the EOL Senior Advisor to develop and maintain an organisational development
strategy for KSI;
·
Support
the EOL Senior Advisor to maintain the knowledge management strategy and to
support its socialisation in KSI;
·
Provide
regular support to the EOL team in designing and running learning
activities as an integral part of the program’s monitoring and evaluation
system;
·
Lead
the implementation of a capacity building program for skills in organisational
development, knowledge management and learning with KSI partners;
·
Work
closely with the KSI component teams to ensure that clear, feasible and
monitorable organisational strengthening strategies are developed for all KSI
partner organisations (governmental organisations, non governmental
organisations, policy research institutes);
·
Work
closely with the KSI M&E team and KSI component teams to ensure that all
KSI partner organisations implement a regular program of organisational
development performance review and learning events and build the results into
their plans and business processes;
·
Support
reporting on progress to KSI partners and its donor, including on relevant
performance parameters;
·
Contribute
to the intellectual development of KSI during implementation, leading the
learning processes in KSI;
·
Under
the guidance of the EOL Advisor, develop approaches and tools to support
continuous and shared learning within the KSI program both in support of
partner learning as well as program learning; and
·
Provide
ongoing training and access to resources for organisational development and
organisational learning for KSI and its partners.
Minimum Required
Qualifications:
·
A
masters or higher degree in a relevant subject;
·
At
least 8 years related professional experience;
·
Training
in organisational development and/or organisational learning;
·
Excellent
facilitation skills;
·
Excellent
communication and inter-personal skills;
·
Fluency
in writing in Bahasa Indonesia; and
·
Fluency
in reading English and strong capacity to draft reports in English.
·
Experience
of developing and implementing organisational development strategies in
government and/or non-government or private sector organisations);
·
Experience
in leading/facilitating organisational performance review and learning events
in government and/or non-government organisations (or private sector
organisations);
·
Experience
in developing and supporting the use of knowledge management tools and
processes in organisations;
·
Experience
working in a research environment or a policy environment;
·
Demonstrated
ability to facilitate organisational development and learning by
groups/individuals through the generation and use of evidence in decision
making in their organisations;
·
Demonstrated
ability to build capacities for organisational development and learning (inter
alia, data use, facilitation, consultation, organisational development
capacities);
·
Demonstrated
experience in building organisational development and learning into development
programming;
·
Demonstrated
commitment to keeping up to date with developments in the organisational
development field.
