I. Organizational Context
REDD+ (Reducing Emissions from Deforestation and forest Degradation) has gained traction in the international climate change dialogue and has become an eminent priority for Indonesia because deforestation and forest degradation still represent a major source of Green House Gas (GHG) emissions, in addition to hindering human development and causing environmental problems in the country. Most of Indonesia’s GHG emissions are related to land degradation, inappropriate land uses, and land conversion.
Indonesia has played a leading and continually expanding role in addressing the global climate change challenge. At the G20 Summit in Pittsburgh on September 2009, President Susilo Bambang Yudhoyono committed to a 26% emission reduction target by 2020, and 41% emission reduction with international support, making Indonesia the first large developing country to do so. It is widely acknowledged that REDD+ will play an important role to support Indonesia’s voluntary commitment to reduce its emissions. To deliver significant reductions a set of clear targets, tailored strategies, policies and institutions will be required.
The Norway Indonesia Climate Change Partnership
In response to the President’s firm commitment, on May 26th, 2010, the government of Indonesia and Norway signed a Letter of Intent (LoI), outlining a USD 1 billion programme of “Cooperation on reducing greenhouse gas emissions form deforestation and forest degradation”. This ambitious programme will be implemented in three phases, namely “Preparation”, with five key results to be achieved mostly by the end of 2010; “Transformation”, involving substantial capacity building and a single-province pilot over the period 2011-2013; and “Contributions for verified emission reductions”, from 2014 onwards, for national level implementation of measures to reduce emissions. This is a crucial programme aiming to reduce deforestation and land degradation in Indonesia’s substantial forest cover, together with associated Green House Gas emissions.

Under the overall guidance and supervision of Operations Manager, the Finance Officer ensures effective and transparent utilization of financial resources and integrity of financial services. The Finance Officer promotes a client-oriented approach consistent with the prevailing rules and regulations. He/she analyzes and interprets the financial rules and regulations and provides solutions to a wide spectrum of complex financial issues. The Finance Officer ensures superior and swift delivery of financial services of the Support to the Indonesia REDD+ Project and promotes a collaborative, client-oriented approach consistent with the prevailing rules and regulations.
The Finance Officer works in close collaboration with the project teams, Programme, Operations, of UNDP office and Government officials, mainly the REDD+ project, ensuring successful performance in Finance.

Duties and Responsibilities

1. Ensure implementation of operational strategies and adapts processes and procedures focusing on achievement of the following results:
- Full compliance with the prevailing rules, regulations, and policies of financial activities (including UNDP’s fast track procedures), financial recording/reporting system and follow-up on audit recommendations; implementation of effective internal controls, proper functioning of a client-oriented financial resources management system.
- Project Finance business processes mapping and elaboration of the content of internal Standard Operating Procedures in Finance under the supervision of the Operations Manager
- Continuous analysis and monitoring of the financial situation, presentation of forecasts for projects, monitoring of financial exception reports for unusual activities, transactions.
- Analysis and elaboration of proposals on cost-saving and reduction strategies (Organize information on performance of accounting systems, monitor performance of accounting functions and provide oversight on delivery of accounting services.
2. Ensure the management of projects budgets focusing on achievement of the following results:
- Elaboration of proposals for planning of financial resources of the project, preparation of reports containing analysis of the financial situation.
- Preparation and monitoring of budgets; regular analysis and reporting on the budget approvals and the delivery situation.
- Proper planning, expenditures tracking, reporting and audit of financial resources in accordance with prevailing rules and regulations
- Establishment of the projects’ budgets preparation/modification monitoring system, control of budgetary status versus work plan and budgets delivery levels.
- Implementation of the control mechanism for development projects through monitoring budgets preparation and modifications, budgetary status versus approved work plans
3. Ensure proper control of accounts, focusing on achievement of the following results:
- Analysis and elaboration of proposals for the internal expenditures’ control system which ensures that vouchers processed are matched and completed, transactions are correctly recorded; travel claims and other entitlements are duly processed.
- Control of accounts closure.
- Timely corrective actions on un-posted vouchers, including the vouchers with budget check errors, match exceptions, unapproved vouchers. Timely response to CO requests to resolve financial data issues.
- Control of the Accounts Receivables for project and follow up with partners on contributions, maintenance of the General Ledger.
- Performing function of approving manager level 1 in Atlas for financial transactions approvals (vouchers, Purchase Orders)
4. Ensure proper cash management, focusing on achievement of the following results:
- Timely review of cash position for local accounts to ensure sufficient funds on hand for disbursements. Timely identification and recording of receipts for income application.
- Timely preparation of monthly cash flow forecast for use by the supervisor.
5. Ensure facilitation of knowledge building and sharing in the project, focusing on achievement of the following results:
- Organization and conduct of training for the operations/ projects staff on Finance.
- Synthesis of lessons learned and best practices in Finance.
- Sound contributions to knowledge networks and communities of practice.

The key results have an impact on the overall project efficiency in financial resources management and success in introduction and implementation of operational strategies. Accurate, thoroughly researched and documented financial information, timely and appropriate delivery of services ensure client satisfaction and enhance credibility in use of financial resources

Required Skills and Experience

V. Recruitment Qualifications
Education: 
University Degree or equivalent in Business Administration, Public Administration, Finance, Economics or related field.
Experience: 
2 years for Master’s degree or 6 years for Bachelor's degree of relevant experience at the national or international level in providing financial management services and/or managing staff and operational systems. Experience in a highly complex and dynamic environment extremely preferred. Experience in the usage of computers and office software packages (MS Word, Excel, etc) and advance knowledge of spreadsheet and database packages, experience in handling of web based management systems.
Language Requirements: 
Fluency in the UN and Bahasa Indonesia.
