Evaluation of USAID/Indonesia PRESTASI II Scholarship & Training Project

IBTCI (International Business & Technical Consultants, Inc.) is a Washington-area firm that has over 20 years of experience in conducting multi-sectoral evaluations for USAID, the Millennium Challenge Corporation, and a number of other donors.  We have recently completed a series of evaluations in the education sector for USAID/Indonesia, and USAID has invited us to submit a proposal to conduct the mid-term evaluation of its PRESTASI project which provides scholarships and training in various fields.

We are looking for U.S. and Indonesian consultants for this project, and I hope that you can circulate this request to interested individuals.

The PRESTASI project supports Indonesians working in fields of particular importance to Indonesia's development to take part in short-term training and/or graduate level training in the U.S. and in Indonesia.  USAID wants to learn how effective the project is.  

We are seeking several consultants from the U.S. and Indonesia to take part in this evaluation.  If we are selected, we anticipate that it will take place beginning in January 2015 and that it will call for about 11 weeks of full-time work.  Candidates should have a minimum of a Master's or S2 degree and several years experience in higher education and/or evaluation. The expectations for the two team leadership positions follow:

Evaluation Team Leader: The Team Leader should possess graduate-level degree (Ph.D. or master’s degree, or Indonesian equivalent S3 or S2) in education, the social sciences, or a related relevant field. S/he must have native fluency in written and oral English. The Team Leader should also have a minimum of eight years of working experience with graduate scholarship program evaluations, be knowledgeable of USAID scholarship policies as regulated in the ADS 252 and 253, and prior experience working in Indonesia. The Team Leader shall coordinate and manage the team in conducting the evaluation, and shall lead the production of the report.


Evaluation Expert: The Evaluation Expert should have a minimum of eight years of planning and evaluating graduate scholarship projects with the minimum of master’s degree program in education, the social sciences or a related relevant field. S/he must also have specific skills in evaluation methodology and planning, including demonstrated training and/or experience in developing evaluation methodologies and managing teams in primary data collection.

Experience working in Indonesia is preferred. In addition, the Evaluation Expert should have specific skills in gender analysis and also has knowledge on ADS 252 and 253.
