JOB OPPORTUNITY WITH SILE/LLD PROJECT
 
Technical Consultant Knowledge Management / Communications Specialist / Editor
 
1.    Introduction

The Project Supporting Islamic Leadership in Indonesia [(SILE/Local Leadership for Development (LLD)], is co-funded by the Canadian Department of Foreign Affairs, Trade and Development (DFATD) and the Indonesian Ministry of Religious Affairs (MORA). The Canadian component is implemented by the Canadian Consulting firm, Cowater International.  Its purpose is to build the capacity of selected State Islamic Universities (UIN) and also of the Ministry of Religious Affairs to effectively integrate democratic governance practices into their strategies, programs and budgets to support university-based community engagement.

The Project is presently looking for a short-term consultant to work as part-time Knowledge Management / Communications Specialist / Editor. The contract duration will initially be for 6 months (with possible renewal for an additional 12 months). The Level of Effort is set at 12 days per month.

Job Description
Position:          Knowledge Management / Communications Specialist / Editor (Part-time)
Location:        SILE/LLD Cowater Advisory Team Office, Ministry of Religious Affairs, Jakarta, with travel to project offices in Surabaya and Makassar
Reports to:     Canadian Team Leader, Knowledge Management Advisor (KMA) provides guidance to KM Specialist
Starting Date:  As soon as possible
 
Background:
 
The SILE/LLD Project is an endeavour of the Ministry of Religious Affairs (MORA), supported by the Canadian Department of Foreign Affairs, Trade and Development (DFATD), with technical assistance provided through Cowater International Inc. of Canada. Its main purpose is to assist with the enhancement of the university-community engagement (“pengabdian”) function of state Islamic universities, focusing on UIN Sunan Ampel in Surabaya and UIN Alauddin in Makassar, with important supporting policy work being assisted at MORA itself.
 
With the Project now in “high gear”, its various partners are beginning to accumulate new knowledge and develop new approaches, and to document and share them. There is a great need to support the work of documentation and of sharing the results widely, within Indonesia and beyond. A variety of media --- “traditional” and “social”, print and electronic --- need to be utilized in this endeavour. The overall approach to knowledge management on SILE/LLD is outlined in the Project’s Knowledge Management Strategy, and some specific KM activities are included in Annual Work Plans.
 
In order to be sustainable, Project-related knowledge management is intended to rely on, provide assistance to, and enhance the capacity of existing university- and Ministry-based channels, and if necessary to assist the Ministry and the universities with the development of new ones (e.g. a Publication Series devoted to the “revitalization” of the engagement function of Islamic universities). As well, Project partners are encouraged to contribute to wider channels of dissemination such as international journals, conferences and networks. In other words, the processes and products of knowledge management to be assisted by the specialist are “owned by” Project partners within MORA and the universities (and possibly to a lesser extent by partner CSOs). The specialist will not be producing documents for the SILE/LLD Project itself (except on an exceptional basis).
 
To accomplish this aim, the Cowater advisory team requires the assistance of a part-time specialist in the area of knowledge management, communications and publications. He or she will work closely with all other team members and be supported by existing administrative/logistics staff. One Canada-based team member provides a very limited quantity of input as Knowledge Management Advisor, who will provide guidance to the specialist to be recruited.
 
Key Responsibilities :
o   Provide a range of input, under the general direction of the Jakarta-based Team Leader, to support all aspects of the implementation of the SILE/LLD Knowledge Management Strategy;
o   Assist SILE/LLD Team members and Project partners in identifying, designing and implementing the range of knowledge management activities supported by the Project, including setting up or strengthening existing knowledge sharing forums and producing knowledge products;
o   Provide advice and help update the inventory of potential channels for the distribution of SILE/LLD knowledge products;
o   Provide advice and support to the Project in inventorying Project-related “knowledge products”;
o   Continuously and pro-actively scan internet sources, knowledge networks and relevant donor programs to obtain new materials of potential use to SILE/LLD and its partners as required.
 
Qualifications: 
o    Communications degree (or equivalent) in a relevant field
o    Excellent Indonesian language writing and editing skills (as demonstrated by samples of recent work)
o    Ability to produce well laid out (professional-looking) documents of various types, directed to various audiences such as academics, bureaucrats, the general public, etc.
o    Knowledge of and familiarity with the university environment, civil society organizations (CSOs, NGOs) and community development
o    Strong English language skills
o    Technical experience and familiarity with the effective use of various types of electronic media for institutional development and community development purposes
o    Ability to train, teach, coach, support or otherwise mentor and help with developing capacity for knowledge management, in a sustainable way, within the partner universities and MORA
