Background
Australia’s Education Partnership with Indonesia (the Education Partnership) is currently the largest intervention funded by the Australian Government anywhere in the world. Through the Education Partnership Australia supports the Indonesian Government’s long-term strategy to strengthen and consolidate its national education system, with a particular focus on the current Indonesian five-year plan (2010 – 2014) and support for the initial stages of the subsequent five-year plan (2015 – 2019). The Education Partnership builds on the successes of previous Australian Government supports to the Indonesian education sector by strengthening government systems. Under the Education Partnership, there are three managing contractors and the largest, School Systems and Quality (SSQ) contract, is managed by Cardno. SSQ covers three components, each relating to a different aspect of the Education Partnership.
Each of the SSQ-supported components is national in scope, supporting existing government structures. Component 1 focuses on strengthening systems for infrastructure development within the education sector — specifically, supporting MoEC to assure construction quality of new junior secondary schools. Component 2 is centered around the professional development of school and district management, particularly school principals, supervisors and district education officials, and design and implementation of a school induction program for schools built under Component 1. Component 3 supports the MoRA’s five-year plan to achieve universal national accreditation of private madrasah (Islamic schools) in the Islamic education sub-sector.
AEPI SSQ is looking for high qualified professional to fill in the position of Provincial Subnational Partners (SNIP) and Madrasah Grants Audit Coordinator. Provincial SNIP and Madrasah Grant Audit Coordinator will coordinate and perform audit works as well as deliver capacity building activities for the SNIP finance teams and Madrasah.
Key Responsibilities
The Provincial SNIP and Madrasah Grants Audit Coordinator is responsible for auditing and monitoring the work of the SNIP finance teams and Madrasah. The Coordinators will carry out ongoing audit, capacity development and expenditure assessments of the implementation of the Block Grant program in DKI Jakarta, Lampung, and West Kalimantan.
The Provincial SNIP and Madrasah Grants Audit Coordinator under the direction of the Grants Co-ordinator of Component 3, in consultation with the SSQ Finance team has the following key responsibilities:
1. Independently perform desk and field audits in relation to the SSQ Program of Block Grants to Madrasah and subnational partners (SNIP) to report on timely expenditure of funds, assist in reporting of expenditure; to detect fraud,
diversion of assets, mismanagement of assets and other more general issues as required;
2. Deliver appropriate capacity building activities in Block grant implementation, reporting procedures, fraud awareness and development of anti-fraud systems.
3. Assist Madrasah and SNIP on activity planning development and ensure their implementations are appropriate with requirements on the block grant manual.
4. Advise on the strengthening of internal controls within the SNIP and madrasah, where this is possible to enhance the transparency and accuracy of financial information
5. Examine and analyse financial records, public records, internal and external reports and other records and conduct interviews to determine the accuracy of the reports received;
6. Produce and distribute relevant reports (both regularly and as required) to be used by the SSQ team.
7. Assist madrasah and SNIP to prepare an external audit.
8. Contribute to the development or manuals required for program implementation.
9. Contribute to the Program M&E system as required.
Key Requirements
The Provincial SNIP and Madrasah Grants Audit Coordinator must have the following skills:
• A university qualification in accounting, or Islamic business/financial management and at least three years experience in auditing large programs.
• Ability and experience in working as part of a large, culturally diverse team, delivering on all aspects of operational requirements and promoting a culture of customer service.
• Knowledge and experience of financial management, AusAID procurement requirements, contracting laws and regulations, grants and risk management.
• Skills in Microsoft Excel and Word.
• Excellent interpersonal skills with an ability to build effective working relationships internally (across components) and externally.
• A sound appreciation of the sensitivities of working in the Islamic Education subsector.
