TERMS OF REFERENCE
CONSULTANT – INTEGRATION OF GENDER INTO HIV RESPONSE IN INDONESIA
(INDONESIA NATIONALS ONLY)

From 1 November to 31 December 2014 (Approximately 40 working days
with travels to provinces if required)

I. Background

Indonesia is encountering challenges of the HIV epidemic particularly
in relation to persistent gender inequalities that have caused higher
risks of infections among women and girls. In 2013 the ministry of
health reports that new infection among women significantly increased,
among new AIDS cases, the percentage of women increased from 16.90
percent in June 2006 to 35.13 percent in June 2011 . Women from key
affected population are 13,5% more likely to contract the disease
compared other women in general .

The above situation implies the needs for gender mainstreaming into
HIV responses in Indonesia using the existing opportunities where
Indonesia is shaping future direction of HIV programming and
budgeting through development of 2015 – 2019 National Strategic Plan
(NSP), followed by formulation and submission of Indonesian concept
note for the next phase of Global Fund funding mechanism (GF NFM)

UN Women became one of UNAIDS’ cosponsors under UNAIDS Unified Budget,
Accountability and Result Framework (UBRAF). The UBRAF is an
instrument to translate the UNAIDS Strategy into action, mobilizing
the contributions of UNAIDS Cosponsors and Secretariat to support the
achievement of the Targets of the Political Declaration on HIV/AIDS
(2011). Under this mechanism, UN Women project in Indonesia is
currently implementing a project to integrate gender equality and
human rights principles into HIV/AIDS response, including to ensure
the NSP and GF NFM are gender responsive and adequate resources are
allocated for gender specific HIV/AIDS response. The key partners for
this program implementation to include Indonesian AIDS Coalition
(IAC), the National AIDS Commission (NAC), including the Gender and
Human Rights Working Group. The program will also engage HIV/AIDS
communities representative of WLHIV as well and gender and HIV
advocates.

Under the overall supervision of the National Programme Officer and
the guidance of the Country Manager a.i. national consultant provides
support for implementation of initiatives on mainstreaming gender and
human rights into HIV responses in Indonesia. The national consultant
will work closely with International consultant for Gender and
HIV/AIDS

II. Objectives of the Assignment
The objective of this consultancy is to support effective
implementation of activities for integrating gender equality and human

rights in national HIV/AIDS response in Indonesia.

III. Scope of Work/Duties and Responsibilities

Under the supervision of Country Manager, a.i, and in close
consultation with the UN Women Indonesia project team, the Consultant
shall perform the following tasks:

1. Support effective implementation of the program, contributes to
activities implementation, including reporting and monitoring and
evaluation.
2. Support development of gender sensitive indicators for 2015 – 2019
NSP M& framework, collecting knowledge, relevant information and data,
documenting inputs from series of community consultations for
development of gender equality and human rights recommendation for GF
NFM.
3. Facilitate effective coordination and network with other UN
Agencies, NAC, Civil Society Organization, WLHIV groups, GWL INA and
other partners/stakeholders.
4. Support development of communication products and materials on
gender and HIV initiatives in Indonesia.
5. Contribute to development of UN Women Gender and HIV/AIDS program
report and evaluation.

IV. Duration of the Assignment

The total duration of the assignment is not more than 45 working days
within a period of October 25 to 31 December 2014.

V. Expected Deliverables

The consultant is expected to work to deliver the following results:

All the documents should be submitted in English.
Upon receipt of the deliverables and prior to the payment of the
instalment, the deliverables, related reports and documents will be
reviewed and approved by UN Women within one week of submission.

VI. Inputs
• UN Women will provide the Consultant with background materials for
the desk review; UN Women Project document and UN Women’s work in
Indonesia and the context.
• UN Women will cover the costs of travels to provinces if needed, and
daily subsistence allowance (DSA) per standard UN rate;
• The consultant is expected to work using his/her own computer, but
may access the UN Women office printing or relevant documents or
should he/she be required to work on-site at any point during the
assignment.

VII. Performance Evaluation

Consultant’s performance will be evaluated based on: timeliness,
responsibility, initiative, communication, accuracy, and quality of
the products delivered.

VIII. Required experience and qualifications
The consultant should fulfill the following requirements:

Education

• Master’s degree in Gender Studies, Public Health, Development
Studies, Human Rights, Social Science or other related fields

Experience and skills

• A minimum of two years of relevant work experience in the field of
HIV/AIDS and/or Gender Equality in Indonesia.
• Hands on experience in designing, implementing and monitoring
development project on HIV/AIDS response is a great advantage
• A good understanding of issues on HIV/AIDS response and its linkage
with gender equality and violence against women would be advantage.
• Good knowledge of policies and programmes and the architecture of
GFATM in Indonesia would be an advantage.
• Familiarity of CSOs and networks in Indonesia working on HIV/AIDS
and promotion of WLHIV rights
• Familiarity with the UN and its coordination mechanism would be an advantage.
Language and other skills

1. Excellent communication skills (oral and written) in English
2. Computer literacy and ability to effectively use office technology
equipment, IT tools, ability to use Internet and email.
