Background
The International Labour Organization (ILO)
is a tripartite U.N. agency with government, employer, and worker
representatives as its constituents. This tripartite structure makes the ILO a
unique forum in which the governments and the social partners of the economy of
its Member States can freely and openly debate and elaborate labour standards
and policies. The ILO Country Office for Indonesia and Timor-Leste is carrying
out a diverse programme of activities and projects related to issues such as
employment, labour rights and standards, social protection and skills
development in order to support Indonesia in its development of an inclusive,
sustainable and job rich economy and society. Under its current decent work country programme, the ILO office in
Indonesia put priorities in the left behind categorised area where East Nusa
Tenggara Timur is one of them.
Nusa
Tenggara Timur (NTT) Province which consists of 1 urban and 20 rural districts
is a home to a population of 4,679,316 people. The province consists of 1,192
islands among which 42 are inhabited. Geographically, the islands lie between
80 – 120 South Latitude and 1180 – 1250 East Longitude, with a total land area
of 48,718.1 km2. Climatologically, the province belongs to the semi-arid areas
with low rainfall. Wet or rainy season usually lasts short for approximately
3to 4 months with the lowest average annual rainfall of 800 mm and highest of
3,000 mm.
The
economy of the province relies on agriculture, which accounts for 39.62% of
Gross Regional Domestic Product (GRDP). Provincial economic growth rate was
4.2% in 2009 while national rate achieved 6.1% in the same year. The Human
Development index of the province has improved gradually for the past few
years. However, low level of income and high prevalence of under nutrition
ranked the province as 31st out of 33 provinces in 2009. These conditions
indicate that there is still much to be done by the government and all
stakeholders to work harder for making improvement. Among the 100 priority
districts in Indonesia in the national Food Insecurity Atlas (FIA) 2005, 10
districts were in NTT Province.
The
government of NTT Province has been promoting agricultural production and has
adopted several protection measures for its farmer. Although agriculture
(including livestock, forestry and fisheries) sector contributed most to GRDP, the
growth rate of the sector has been the lowest in comparison with other high
contribution sectors, such as trade and services (contribution to GRDP was
24.4% and 16.09%). Rice, maize and cassava are the primary staples in NTT
Province and make up close to 70% of total crop production in the province.
Food
insecurity is one of the most significant development constraints in the NTT
province. Food availability is negatively impacted by severe agro-climatic
conditions and seasonality. However, unstable and low incomes and poor working
conditions, which are the result of general lack of decent and productive jobs,
remain the most critical challenge in ensuring adequate access to food and
building livelihood resilience. These food insecure areas are mostly located in
Timor Island and Sumba Island and in several parts of Flores such as in
Manggarai Timur and Manggarai district.
The ILO
through its SECTOR, has developed a holistic, multi-sectoral Decent Work for
Food Security and Sustainable Rural
Development (DWFS) programme that works in partnership
with other UN agencies and development actors to support its tripartite
constituents – government, employers and workers – to give effect to their
national and regional food security strategies and to achieve food security for
all. The unique features of the DWFS Programme are : focus on the interrelated
sectors of the food system; from farm to table approach and multi-disciplinary
nature of the programme. DWFS programme to be implemented in Indonesia’s Nusa
Tenggara Timur Province, Kenya, Malawi, and Myanmar.
DWFS
programme in NTT aims to promote food security and sustainable livelihoods of
small-scale producer and agricultural workers and their families through
enhanced decent work conditions and opportunities in key agro-food value chains
with high employment, income generation and productivity potential. In 2012,
the ILO has gathered basic information and consulted relevant stakeholders in
order to acquire better understanding if the decent work situational and its
impact on the state of food security in the province. Three value chain has
been identified. These are maize, cattle and seaweed.
2. The Position
To support implementation of the Decent Work for Food Security pilot project, the ILO Country Office for Indonesia
and Timor-Leste is hiring a National Project Livelihood Officer to focus on supporting the value chain development of one
to three commodities targeted by the project. The assignment will support a value chain
assessment using participatory approaches, including mapping and
product/commodity selection, intervention design and implementation of capacity building
activities, and associated skills development activities as per needed, to
support access to green livelihoods. The tasks of the incumbent
will include planning, monitoring and backstopping of all activities related to
value chain development.
The National Project
Livelihood Officer will coordinate assessment of
training providers, support identification of curriculum to be developed based
on required competencies and green principles, and oversee coordination of
training and after training support which can contribute to
the food security aspect.
The incumbent will be
based in Kupang- Nusa Tenggara
Timur and will report to the Project Manager and the
Director of the ILO Country Office for Indonesia and Timor-Leste in Jakarta.
The position will require close coordination with colleagues and project
stakeholders based in the food security working
group, government offices, NGO, and ILO’s tripartite constituent. The
incumbent will coordinate with the various technical specialist in SECTOR geneva,
the ACI Rural Economy team, and backstopping officer both in the ILO Country Office for Indonesia and Timor-Leste
and at the ILO Regional Office for Asia Pacific. The National Project
Livelihood Officer will assume responsibility for all activities related value
chain development for sustainable livelihoods within the targeted commodities, ensuring timely and effective delivery of
outputs, while also strengthening cooperation with national constituents,
social partners and international agencies.
Duties
1.
Support
the management and monitoring of the implementation of the Decent work for Food Security project.
2.
Manage
and monitor the progress of activities related to value chain development and
skills for sustainable livelihoods in order to ensure the
activities are completed in a timely, consultative and efficient manner.
3.
Take
responsibility for mainstreaming sustainable development principles in all
activities.
4.
Take
responsibility for organizing capacity building to counterparts related with
gender mainstreaming in the world of work.
5.
Coordinate
participatory assessment of the value chain for supporting opportunities in sustainable
livelihoods, including the development of one to three
commodities to be developed by the project and backstopping the implementation
of priority interventions.
6.
Coordinate
access of training providers and support identification of curriculum to be
developed based on required competencies, relevancy and sustainability
principles.
7.
Liaise
with colleagues, implementing partners and stakeholders in a technical capacity
to strengthen local education and government institutions’ capacity for
supporting sustainable livelihoods including coordination
with partner agency FAO and KPDT.
8.
Promote
the development of common training standards; train local specialists in the
preparation of training materials and their integration in instructional
systems; and stimulate, support and coordinate the exchange of training
materials developed.
9.
Undertake
technical advisory missions independently or in collaboration with other ILO
staff.
10. Disseminate
information on programmes through publications and press releases.
11. Monitor progress of
the project and its activities by reviewing, verifying and analysing
work-plans, progress reports, final reports and other data for clarity,
consistency and completeness.
12. Backstop and further
strengthen ongoing value chain development and skills development activities
associated with the food security initiative in Indonesia.
13. Participate in
tripartite reviews on technical cooperation activities and meetings and
conferences.
14. Represent the ILO in
relevant working group and donor meetings in Indonesia and facilitate collaboration
with national and international agencies in the low carbon development area.

3. Experience and
qualifications
Education: First level
university degree in a relevant field, with demonstrated expertise in value
chain development, sustainable development and skills development and training.
Experience: Three years experience at the
national level, preferably with experience in value chain development and
skills development for vulnerable and disadvantaged target groups (including
young women and girls). Professional experience with issues related to climate
change and environmental sustainability is an advantage.
Competencies:
Core competencies
include adaptability, client service, collaboration,
communication, initiative, integrity, knowledge management and sensitivity to
diversity. The National Project Coordinator should be proficient in project administration and evaluation concepts and procedures and be able
to liaise and build partnerships with project stakeholders. Specific competencies at the level of the position include gender
mainstreaming, environmental sustainability, sound analysis, problem solving
and decision making, building commitment, planning and organizing and
facilitation of change.
Languages: Excellent
command of English and Bahasa Indonesia required.
Remuneration: NOA of the UN common
remuneration system and/or commensurate with the qualifications and competency
of the selected candidate.
Written
