 I.                   
Overview

Kelola is a national non-profit organization established in 1999 to enhance and promote the vitality of Indonesian arts. It works directly with Indonesian arts practitioners, across nationwide communities, in response to the needs by providing access to learning opportunities, funding, and information. Kelola also promotes cultural exchange by facilitating artists and art practitioners to engage in dialogue, gain and share skills and knowledge, as well as to build networks within Indonesia and with the international cultural communities.

Creative Communities II (KK-II) Program is a follow up of the Creative Communities I (KK-I), which was implemented from 2008 to 2010 in 29 districts in West Sumatra, Central Java and East Nusa Tenggara. This program was launched as part of The National Program for Community Empowerment (PNPM Mandiri) to strengthen the process of community empowerment. KK-I has demonstrated that using a cultural approach is an effective way to increase citizen participation and help PNPM to interact more closely with poor and marginalized citizens.

KK-II will extend the reach of Creative Communities. It aims to increase Community participation and include more marginalized groups in community decision-making. KK-II will use cultural and creative expressions to develop an empowerment process facilitated through collaborations between cultural communities and marginalized groups, and by encouraging local cultural groups and activists to support and empower local communities.

Currently Kelola has an immediate need for qualified and experienced Monitoring, Evaluation and Learning (MEL) Officer to join our program ‘Creative Communities II’ in Jakarta/Yogyakarta office, with the following requirements:

Master’s degree (S-2) or higher in relevant social sciences;
A minimum of 5 years of experience in both quantitative and qualitative research including field supervision of project activities, interviews and other participatory activities with local communities, consolidation of project plans and research data, production of reports including recommendations for knowledge learning and sharing;
Understanding of Indonesia’s rural context and socio-cultural issues;
Experience working on development projects;
Experience in designing project learning tools, database, evaluations and social assessments;
Experience in participatory monitoring methods;
Effective skills in writing and editing in Bahasa Indonesia (English language skill is a plus), preferably for a non-profit organization; and
Able to travel to project site.


II.                  General Responsibilities

The general responsibilities of this assignment are:
To monitor project’s progress and its contribution to the project development objective throughout the project.
To measure the overall effectiveness of the CC II activities and whether they have met the project goals and aims.
To develop and ensure continual updating and management of a database system and document project data.
To facilitate knowledge sharing and learning throughout the project among the team members and with key stakeholders.

III.                Specific Task and Responsibilities

The MEL Officer duties included and are not limited to the following:

Lead, with the support of the PSF’s Analytics Team, on the monitoring and evaluation of the project, ensuring that the monitoring and evaluation plan including the regular collection of data is carried out, ensuring accuracy and reliability of data, organizing regular monitoring activities, manage the implementation of the evaluation study, reports against the project’s Results Framework and be responsible for the quality of the evaluation report;

Lead, with the support of the PSF’s Senior Knowledge and Learning Specialist, on learning and knowledge management components of the project, ensuring that knowledge management and learning plans are carried out, relevant information is documented, and as much as possible ensuring there is a culture of learning and reflection within the project;

Supporting the development and  the management of a database system to store and document project data and learning, and ensure it is kept up to date;

Responsible for bringing together all of the project reporting from the field to the management level. Analyse and identify key data, themes and any learnings or stories. Responsible for documenting and storing this information in the database system;

Planning and facilitating reflection and learning workshops/sessions and supporting facilitation and coordination of Communities of Practice and reflection and learning events;

Documenting and writing learning and knowledge outputs, such as case studies, articles and supporting the development of videos that highlight the value and outcomes of the project to the broader public and/or project stakeholders and beneficiaries;

Support the sharing of evaluation knowledge and learnings within the project (project staff and beneficiaries) and outside of the project (stakeholders and sector);

Responsible for providing data and findings from Monitoring, Evaluation, Learning to the project’s quarterly and final reports, as well as quarterly e-newsletters; and

Develop and monitor the budget for Monitoring, Evaluation, and Learning.
