  1. Background
 
Plan Indonesia is implementing Youth Economic Empowerment (YEE) program, in collaboration with several implementing partners in Greater Semarang. This YEE Project started Jan 1st, 2014 until Dec 31st ,2016. The aim of this program is to empower youth (men and women) from 15 to 24 years to have access to decent work through Employment (TVET).
 
One of the partner of this project is BLKI Semarang, that will responsible to recruit, train and job placement for the target beneficiaries of the Project. To support BLKI to implement their role, the Project will develop a Gender-focused life skills and work readiness training manual. This training is actually the Pre-Employment phase of YEE Program pathway. In this phase, all the target beneficiaries will be provided some of topics such as Life skill, Gender awareness, Financial Education and Work readiness. At the end of Project, the training mentioned above will be adopted in BLKI curriculum to complement all BLKI Vocational modules so far.
 
For marginalized and out-of-school youth, the lack of literacy and basic life skills limits their life chances, including access to employment and/or technical and vocational training, and restricts opportunities for earning a living whether in formal or non-formal sectors. Based on YEE project finding and experiences, life skills have become increasingly important in determining an individual’s ability to secure a job, retain employment, and move flexibility in the labour market for marginalized youth. The marginalized youth has multi-dimensional issue by various issue such as personal (low education and skill, poor health condition, poor self-confidence, and lack of self awareness capacity), social (the ability to communicate, working with other, and adaptability, etc), and economic (follow directions, lack of respecting work ethic, solve problems, learn on the job, work in teams, managing one’s income, and drawing up budget etc). Life skills are key to recovery of empowering the marginalized youth for better life and forms a bridge between technical skill and market / work place.
 
Life skills have been defined by the World Health Organization (WHO) as “abilities for adaptive and positive behavior that enable individuals to deal effectively with the demands and challenges of everyday life”. The term ‘Life Skills’ refers to the skills usually associated with managing and living a better quality of life, they help us to accomplish our ambitions and live to our full potential. There is no definitive list of life skills, certain skills may be more or less relevant to you depending on your life circumstances, your culture, beliefs, age, geographic location etc. [1] Based on ILO EAST program, “Core life/work skills” are a set of general skills/competencies considered to be essential for success in life and work.  Life skills assist youths in developing confidence and a positive image while core work skills focus on cross cutting competencies that are essential in preparing the youth to the world of work. These skills also help youth cope with uncertainty and rapid change and reinforce the need for lifelong learning.  Such skills are already possessed by students, to a greater or lesser extent (learned from family, society and school), but are in need of constant development.
 
Marginalized youths are different with other youths and adults on learning process. Specific approach and strategy on learning process need to be developed to understand how the marginalized youth learn. They need to know why a topic or a session is important to them. Based on those issues, Plan Indonesia YEE program is planning to develop life skill module / manual (gender-focused life skills and work readiness training) which is practically applicable for youth situation and characteristic. The Gender-focused life skills and work readiness training manual should consist of modules for Trainer and modules for Trainees.
 
This Term Of Reference (TOR) is intended for developing Gender-focused life skills and work readiness training manual which is practically applicable for youth situation and characteristic. This module / training manual is expected can be the model used by Plan Indonesia YEE program as part of copy right and adopted in BLKI Semarang curriculum. The module also can be easily learn and integrated to other organization and government. The Consultant who is interest for this module development should refer to this TOR.
 
  1. Objective
     
To documented and develop a training module of life skill (gender-focused life skills and work readiness training) of YEE project based on Plan Indonesia’s lessons and experience, and also combine with other external resources (Government, local and international non government (NGO)) that still relevant.
 
  1. Expected Output
     
  1. The module developed should be applicable, acceptable, and capable with youth characteristic, youth condition (age, psychological, and physical).
  2. The module developed using  interactive tools (games, simulation, study case or pictures) so that women and men could possess confidence and actively participated.
  3. The module developed simply delivery by the tutor consist of (1) content, guidance, mechanism, tool and methodology of life skills modules, (2) guidance of the tutor / instructor to provide life skills modules (3) guidance active participatory implementation life skills for marginalized youth
  4. The module that has been tried out with consultants and partners will be printed afterward to be distributed widely.
     
  1. Scope of Work and Strategy Implementation
 
Following are scope of Work for the consultant that will develop the Gender-focused life skills and work readiness training modules.
  1. Discussions, interviews or meeting with related staff in charge of BLKI Semarang, YEE staff in Country Office, Gender Specialist, YEE-GNO Project Manager and Team and related YEE Program’s partner if is required.
  2. Conduct a review of existing literature of the syllabus of Plan Indonesia (pre-employment training module) of each topic below:
  1. Basic Gender Awareness and Reproductive health for youth
  2. Life skill;
  • “Personal” skills (self-awareness; good manners; honesty; discipline; thinking; creative problem-solving; etc.)
  • “Social” (inter-personal) skills (communication; teamwork; leadership; etc.)
  • “Academic” skills (advanced thinking skills; constructing hypotheses; research; etc.)
  1. Financial Education (Earning money, Saving money, Spending money and Donating money)
  2. Work readiness (Introduction to work and Introduction to Self Employment)
 
  1. Conduct an identification and comprehensive review of other existing literature of syllabus of life skill i.e Government, University, INGO, UN, local NGO
  2. Recommendation result of point 1, 2 and 3 that has been approved by Plan Indonesia will be based for developing the draft of modules for Trainer and Trainee.
  3. Developing draft of modules for Trainer’s module and Trainee’s modules based on approved syllabus of point 3. The draft of modules should be developed based on the criteria below:
  1. The module developed should be applicable, acceptable, and capable with youth characteristic, youth condition (age, psychological, and physical).
  2. The module developed using interactive tools (games, simulation, study case or pictures) so that women and men could possess confidence and actively participated.
  3. The module developed simply delivery by the tutor consist of (1) content, guidance, mechanism, tool and methodology of life skills modules, (2) guidance of the tutor / instructor to provide life skills modules (3) guidance active participatory implementation life skills for marginalized youth
  1. Draft of modules should be reviewed and approved by Plan Indonesia before trial and piloting.
  2. Conducting trial training and piloting for Trainer’s module and Trainee’s modules
  3. Trainer and participants for point 6 will be selected from YEE Project.
  4. Lesson learned from module trial and piloting of point 4, will be added to the draft module for finalizing those modules.
  5. The final draft of modules should be review and approved by Plan Indonesia.
  6. Conducting Training for Trainer / core trainer of YEE GNO Semarang project Time and location of TOT will be determined later by Plan Indonesia.
  7. Accompany Core trainer to conduct their first training to the Youth.
  8. Submitting the Evaluation Report of each Trainer (Strength, weakness, performance and recommendation to Plan Indonesia those Trainer that are qualified for delivering Gender focused life skill training and work readiness to the youth).
  9. Submitting final Reporting of Modules development Consultancy to Plan Indonesia.
 
  1. Qualification of the Consultant
 
Consultant Qualification that required for the Module Development :
  1. The consultant could be Independent Consultant or institution which have at least one expert for each topic; Gender, psychology, Life Skill, Financial Education and Work Readiness.
  2. At least 3 years experience in training module/manual/guideline development of life skills and other relevant modules.
  3. At least 1 years experience in Technical Vocational Education Training (TVET), Micro Enterprise Development (MED) and Micro Finance Institutional (MFI) in particular marginalized youth activity
  4. Have good analytical and written skills
  5. Excellent interpersonal, communication and presentation skills
  6. Has a high competence in English writing.
  7. Have working experience with Youth are preferable.
 
  1. Expected Output/Reports
 
The Consultant should produce Output/Report periodically as stated below :
  1. Work plan/schedule: A work plan/schedule is created within 2 working days after Contract signing.
  2. Draft of Modules, both for Trainer and Trainee: The draft of both modules should be submitted for approval to YEE Program Team at Plan Country Office-Jakarta latest 20 days after Contract signing.
  3. Final Modules, both for Trainer and Trainee: The Final of both modules should be finalized latest 45 days after Contract signing.
    Final modules should be prepared in dual languages, English and Bahasa Indonesia, it should be in Microsoft Word format.
  4. Trainer Evaluation Report: Submitted after selected Trainer have delivered the first training.
  5. Coaching Report: Submitted after the consultant delivered coaching to selected Trainer, latest at 70th days after Contract Signing.
 
Only Final Modules, both for Trainer and Trainees should be in dual languages (English and Bahasa Indonesia). They will be submitted in three hard copies, and soft copies kept in Flash disk to Plan Indonesia.
Point a, c, d and e could be submitted in Bahasa Indonesia.
 
  1. Time frame
     
The Gender-focused life skills and work readiness modules development should be latest 75 days since the Consultant officially signed the Contract with Plan Indonesia.
The detail of time frame of these 75 days will be derived further by the consultant in their Work Plan.
 
  1. Procedure for expression of Interest
     
First Phase: Interested consultant should submit an Expression of Interest to HRD Department Plan Indonesia at: HRD.Indonesia@plan-international.org on  October 21, 2014, enclosing the following required documents:
    1. CV submitted encompassing recent photograph, Working Experience up to now (success story of previous modules development, Working with Youth if available), Education Status, Personal data and two references.
      Since the Consultant might consist of several members, the CV required only for core Team members only.
    2.  A proposal containing two parts:
        1. Technical Proposal comprising the description of proposed activities, Work plan which includes schedule and timeline for activities.
          The technical proposal should demonstrate understanding of Modules development and TOT delivery. The consultant should also describe her/his experience in conducting similar consultancy.
        2. Budget Proposal comprising of daily fees, transportation, Printing matter, stationeries, communication and other requirement if any.
        3. Sample module that ever developed by the Consultant.
           
          Second Phase: Plan Indonesia will shortlist candidates and invite her/him to present the proposals. Plan Indonesia will afterwards proceed with selecting and appointing a consultant, and produce a working contract with the selected consultant.
Only shortlisted applicants will be contacted.
 
  1. Ethical and Child Protection Statements
     
Plan Indonesia will provide an overview of child protection policy to the selected consultant, during the kick off meeting with Plan Indonesia. Selected consultant has to follow the procedure of child protection policy during baseline activities.
