Project Officer – Families First
3 positions, based in Jakarta, Lampung, and Kupang

On Preventing Institutionalization: Stakeholders including families understand the importance of family care for children, are able to take care of children within their own homes or in other type of family-based alternative care, and able to access services and support in their own communities.
On Direct Response: Girls and boys facing care and protection issues are supported through effective and appropriate responses based on their individual needs and best interests from the Children and Family Support Center (PDAK)
On Legal and Policy Change: National, provincial and district laws provide legal safeguards to girls and boys, preventing unnecessary institutionalization, and promoting family based care
The program was just recently received
additional funding to replicate the model in 2 provinces, Lampung and
East Nusa Tenggara with focus on establishing PDAK, strengthening foster
care system, and strengthening the social work
practices. Project Officers for the program will be part of the
Families first Program team that conduct the replication and expansion
of implementation in those 2 provinces.
Reports to: Project Manager
Dimension: The post will work closely internally with Project Manager, finance officer, admin –logistic officer, and externally with District Offices of Social Affairs, Ministry of Social Affairs, and other stakeholders related with child protection and care, Government partners in national, provincial, and district level, academia, INGOs, NGOs, UN bodies
KEY AREAS OF ACCOUNTABILITY:
Management of project implementation and quality:
1. In coordination with the Project
Manager, ensure that project activities are implemented according to the
agreed project work plan.
2. In cooperation with the Project
Manager, maintain effective relationships with government and
non-government stakeholders
3. Regularly collect data according to the project monitoring and evaluation plan.
4. In coordination with Project
Manager and Case Worker, initiate, develop and maintain effective
referral system and case management, support case management works.
5. In collaboration with Project
Manager, ensure that the child safeguarding policy is understood and
implemented by all stakeholders.
6. Develop monthly basis report and send to the Project Manager.
Financial Management
1. Prepare cash projection for case management to be submitted and approved by Project Manager.Financial Management
2. Manage budget request, utilization and reporting in proper manner and document as well as to follow finance procedures.
Administration, IT, Safety and Security and Government Relations
1. Manage administration affairs of project, day-by-ay operational activities and other administration tasks of the gate keeping activities accordance to the organization procedure and guidelines
2. Ensure that efficient, cost effective information technology systems on direct response are in place and in compliance with SCI quality standard
3. Conduct regular and high quality monitoring of the administration affairs in terms of progress against activities, indicators and outcomes.
4. Record all activities related to admin affairs.
Emergency Response Management:
Be part of project activities, financial and budget management when there is a need to respond to any potential emergencies at all areas

The job duties and responsibilities as set
out above are not exhaustive and the Post holder may be required to
carry out additional duties within reasonableness of their level of
skills and experience.
QUALIFICATION
· Bachelor degree in Social Science or other related discipline.
· Having at the minimum 3 years experience on implementing development program/project.
· Having at the minimum 2 years experience on implementing program/project on child protection and care.
· Trained on project cycle management.
· Strong understanding of Government structures and functions as well as general operations in Indonesia.
· Ability to work in a fast-paced, pressured environment, with minimum supervision.
· Excellent communication skills
· Strong written and verbal English and Bahasa Indonesia.
