Project Manager – Families First

On Preventing Institutionalization: Stakeholders including families understand the importance of family care for children, are able to take care of children within their own homes or in other type of family-based alternative care, and able to access services and support in their own communities.
On Direct Response: Girls and boys facing care and protection issues are supported through effective and appropriate responses based on their individual needs and best interests from the Children and Family Support Center (PDAK)
On Legal and Policy Change: National, provincial and district laws provide legal safeguards to girls and boys, preventing unnecessary institutionalization, and promoting family based care
The program was just recently received
additional funding to replicate the model in 2 provinces, Lampung and
East Nusa Tenggara with focus on establishing PDAK, strengthening foster
care system, and strengthening the social work
practices. The Project Manager will lead all delivery activities for
children, families and community of Families First Project in Province
Lampung and Nusa Tenggara Timur (NTT). S/he will also represent Save
the Children in meetings with government stakeholders
in province and district level, as well as with other key
stakeholders. S/he will also actively participate on the Extended
Senior Management Team (ESMT) and systematically share knowledge
from/with the all projects within Save the Children in Indonesia.
Reports to: Sr. Manager Program Implementation
Dimensions:
Responsible to take the leading role of
implementing the Families First Project funded by ANCP/DFAT in Province
Lampung and Nusa Tenggara Timur (NTT). The position will internally
work closely with the Senior Program Manager
for Implementation, other Project Managers under the Families First
Program, and the Child Protection Advisor, while externally will work
closely with MoSA, Provincial and District Offices of Social Affairs,
and other stakeholders of child protection and care.
As a part of the Families First Signature Program, the position is
contributing to the overall achievement of the program and its
dissemination.
KEY AREAS OF ACCOUNTABILITY:
Project Management:
· Responsible for overall
implementation of Families First project in Lampung, NTT and national
level, and working closely with staff under his/her direct reporting for
delivery of high quality programming in line with
the objectives of project’s detailed implementation plan.
· Lead the development and
maintenance of relationships with key local stakeholders including the
district and provincial office of social affairs, childcare
institutions, key private sector stakeholders, as well as elected
officials and other NGOs.
· Ensure information exchange with
key local government officials and childcare institutions, and other
key stakeholders in the Families First project
· Ensure adherence to good
programming guidelines including implementation of good practices of
Family Base Care and children without appropriate care
· Support staff under his/her line
management in project implementation in reference to the quality
framework and standard including monitoring and evaluation.
· Work with her/his supervisor and technical backstopping person to solve challenge in project implementation
Administration, HR, IT, Safety and Security:
- Arrange in-country technical assistance, from SC members, and donor
- Work with her/his supervisor and SC member team to ensure administration compliance of the project will meet the standard of donor agency
- Represent the organization to the government partners as appropriate to maintain good relationship with government partners
- Ensure that efficient and cost effective information technology systems are in place and in compliance with SCI MOS.
- Work with Safety and Security Focal Person to ensure that security policies and procedures are understood and strictly adhered to throughout the project; and that briefing, communication, transport and other systems are developed and provided in support of the maintenance of good security for all staff and visitors.
Financial Management:
· Develop together with Finance and Awards Department, annual Programs budgets and monthly projections.
· Ensure the effective and efficient use of project resources.
· Regularly monitor budget versus
actual expenditures and proactively propose any modifications to
expenditure plans and projections.
· Ensure the application of appropriate controls for project resources including accurate tracking of all expenditures.
· Coordinate with the Finance unit to produce accurate and timely financial reports.
Staff Management, Mentorship, and Development:
Staff Management, Mentorship, and Development:
· Ensure appropriate staffing
within the Families First Project including ensuring appropriate
qualification for each position.
· Provide leadership and technical support as needed, and evaluate direct reports regularly.
· Ensure the recruitment,
training, and promotion of staff as appropriate and ensure availability
of appropriate professional development opportunities for staff.
· Manage the performance of all direct reporting staff by:
o Effective use of the Performance
Management System including the establishment of clear, measureable
objectives, ongoing feedback, periodic reviews and fair and unbiased
evaluations;
o Coaching, mentoring and other developmental opportunities;
o Recognition and rewards for outstanding performance;
o Promoting opportunities for exchanges with other Save the Children in Indonesia programs;
· Documentation of performance that is less than satisfactory, with appropriate performance improvement work plan· Ensure human resources policies are implemented and are in place.
As a member of the Extended Senior Management Team, contribute to:
· The overall management of Indonesia Country Office
· The development of an
organizational culture that reflects full spectrum mandate (humanitarian
and development) values; promotes accountability and high performance;
encourages a team culture of learning, creativity
and innovation; and enables our staff to deliver outstanding results
for children
· Provide feedback on issues of
cross-cutting importance to Save the Children in Indonesia including CO
financial management, communications, advocacy, and human resources.
· Help establish, maintain, and
improve active and regular working relationships with: host government
authorities, donors, partner agencies including major institutional
donors, and local and international NGOs.
· Ensure the Families First
Project’s implementation complies with all Save the Children Management
Operating Standards and Standard Operating Procedures.
· Contribute to the sharing of good practices and lessons learned of the Signature Program.
Child Safeguarding Policy (CSP) Responsibilities:
- Understand and comply with CSP and work in coordination with other colleagues and partners to comply with CSP
Emergency Response Management:
· Work with the Humanitarian
Manager to strengthen the Indonesia CO organizational readiness to
respond to emergencies in Lampung and NTT in line with global SCI
emergency policies. This includes ensuring optimal Programs
staff participation the Indonesia Emergency Response Team and that
these staff members receive proper training.
· Coordinate the response to any prioritized emergency in Lampung and NTT.

QUALIFICATION
· A minimum of seven years of
management experience in a contractor, corporate, or NGO environment,
including significant field implementation experience
· Excellent understanding of child
protection and care issues in Indonesia and experience in direct work
with children, families and communities.
· Preferably a Bachelor or Masters degree in Social Work or other relevant advanced degree
· Preferably hold experience on working with an international NGO or similar organization
· Solid project management skills
with a proven history of delivering results; leading, managing and
developing a team; leading, motivating and developing others.
· Experienced and knowledgeable on effective financial and budgetary control
· Excellent ability to analyze information, evaluate options and to think and plan strategically
· Excellent interpersonal, communication and presentation skills
· Excellent communication skills both verbal and written in English and Bahasa Indonesia
· Strong commitment to understand and implement Save the
Children’s aims, values and principles including rights-based
approaches
