SLP Forest & Coastal Conservation Consultant
The Sustainable Landscapes Partnership (SLP) is an innovative public-private partnership in Indonesia that brings governments, communities, businesses, and non-governmental organizations together to develop and test new approaches to land use planning and management.  It is aimed at creating sustainable agricultural economic opportunities, while maintaining natural capital and avoiding deforestation and associated greenhouse gas emissions. 
Consultant Tasks and Deliverables
Key Aims:
A key priority of this consultancy is to work with existing government policy and structures to develop the capacity of SLP staff and government stakeholders in forest conservation and/or sustainable landscapes management in the SLP focus districts.
 
The consultant will support various policy/ground interventions and develop a work plan for implementation of elements with a detailed focus on the key districts of Mandailing Natal, Tapanuli Selatan and Tapanuli Utara Districts and with a long-term vision for replication across the North Sumatra Province and potentially, other regions in Indonesia such as West Papua.
 
SLP focus in North Sumatra will be on the key biodiversity areas of Batang Toru, Batang Gadis, Angkola forest areas and other protection forests managed by the districts. Additionally, SLP is also looking to improve management of lowland peat land areas and protect the coastal areas important for iconic turtle species around Muara Opu.
 
All conservation efforts and protected area strategies will have to be designed and implemented as part of larger Low Emissions Development and Jurisdictional REDD+ framework. The consultant will ensure cross-sectoral alignment with the district Strategic Environmental Assessments, Forest Management Units, community conservation agreements and other district forest conservation programs.
 
Key Responsibilities:
The proposed activities and interventions need to be considered in the context of district, provincial and national settings with a view to ensuring that interventions on the ground are practical in nature and conducive to replication and amplification. All proposed work will be done with close consultation with SLP Senior Policy advisor, BGNP Authority, Natural Resource Conservation Unit and other relevant government agencies in the SLP landscapes.
 
A key focus of SLP is to identify and, where appropriate, test innovative approaches that aim to provide alternative environmentally sustainable approaches to development in SLP target areas.  The SLP Forest & Coastal Conservation Consultant will be responsible for the following:
· Review and provide input to strengthen existing conservation interventions and activities in the SLP landscapes;
·  Assist the SLP to develop and implement a strategy for strengthening district level capacity  to achieve better conservation outcomes, including policy interventions and on-ground interventions across SLP target areas;
· Work with SLP staff and government stakeholders including National Parks, conservation areas and protected forests to improve protected area management;
·Assist the SLP and government stakeholders to develop a cost effective enforcement and monitoring strategy for the landscape conservation projects and programs in the SLP Jurisdictions ensuring that they follow the donor (USAID) protocols;
·Help develop a coastal management strategy for the protection of important turtle rookery areas and identify time efficient implementation;
·Identify opportunities for providing grants and seed-funding for implementing various conservation efforts.
 
Qualifications & Experience
Applicants should have a tertiary degree in natural resource management with at least 5 to 10 years of experience in conservation and community development programs. A demonstrated knowledge of national park and coastal area management in Indonesia is imperative. The consultant will have managerial experience to implement projects to international best practice guidelines in protected area management and community conservation initiatives.
 
Time frame for consultancy
It is anticipated that the Consultant will conduct this work between 1 November 2014 and 15 February 2015 with at least 2 intermediate milestones (to be proposed by the consultant at start) prior to deadlines.  Commencement is scheduled to begin 1 November 2014 with total 90 billable days at maximum.
