Scope of Work – Communications
Consultant
With funding
from the UK Climate Change Unit (UKCCU) in Indonesia, the Asia Foundation is
implementing the SETAPAK program, which aims to improve governance of land use,
land use change and forestry (LULUCF) in Indonesia. This program, launched in
late 2011, provides support to national and local NGOs to carry out a
combination of technical assistance and advocacy activities, thus working on
both the ‘supply’ and ‘demand’ sides of good forest and land governance. The
SETAPAK program is nearly at its three year mark and has achieved a number of
successes, and is now looking to prioritize communications to increase
awareness of SETAPAK and partner initiatives.
Objective
In order to
increase its visibility and promote its successes and learnings to date, the SETAPAK
program is seeking a communications consultant to produce content for a new
website, electronic newsletter and a program booklet.
Tasks
The
consultant will work in conjunction with the assigned SETAPAK program officer
to support the production of a SETAPAK website, electronic newsletter and a
program booklet to promote the SETAPAK program and increase its visibility.
The communications consultant
will undertake the following tasks:

Produce a design outline of the SETAPAK
website in
coordination with a web developer (contracted by SETAPAK). The outline will include
page names and structure, including a page list and outline of each of the
pages required for the website in terms of written content and visuals.
·
Document 6 success stories of initiatives
undertaken by SETAPAK partner NGOs. This will involve desk research of SETAPAK
partner NGOs field reports, and media coverage, interviews with SETAPAK Program
Officers and with partner NGOs, and with other stakeholders or relevant persons
in the field.
·
Produce content for the website, including: (a) summaries of each research publication and linked document available
for download, (b) summary information about forest and land governance issues,
and (c) a profile of each SETAPAK staff member.
·
Produce content for two editions of the
SETAPAK e-newsletter. E-newsletters
will provide a short summary of website information, and will include a section
themed ‘stories from the field’, a section related to ‘legal and policy
updates’. Producing this information will involve reviewing NGO reports and media
coverage and conduct interviews with SETAPAK staff and partners NGOs.

Manage and facilitate 6 opinion pieces for
the website from SETAPAK staff. The SETAPAK blog will have an easy to use maintenance structure,
to easily support content management. Edit blog posts by SETAPAK staff.
·
Produce an 8-page SETAPAK booklet, using content produced for the SETAPAK
website and the e-newsletters.
·
Produce visuals, infographics and photos to
correspond to written content. The website will include visuals, infographics and photos to
support and illustrate the corresponding text (some of these are available on
the program’s database, some will need to be sourced through creative commons).
Deliverables
1.
A design outline
for a SETAPAK website, including page names and outline of content to go on
each page.
2.
Six success
stories of initiatives undertaken by SETAPAK partner NGOs documented and edited
to a publishable, professional quality. Stories are to be supported by photos
or relevant images.
3.
Content for
the SETAPAK website produced, including summaries of 15 SETAPAK funded research
documents, four forest and land governance briefing documents providing an
overview of SETAPAK issues, and a profile of SETAPAK staff members. Content is
supported by visuals, including infographics and photos.
4.
Two SETAPAK
e-newsletters produced with links to more extensive information on the SETAPAK
website.
5.
Six opinion
pieces edited to a publishable quality.
6.
An
eight-page booklet for the SETAPAK program.

Requirements
·
Experienced
writer with a post graduate degree in journalism, communications or related
field and / or with at least three years’ experience in communications.
·
A portfolio
of writing to demonstrate experience.
·
Able to
manage projects and meet deadlines.
·
Fluency in
English and ability to read and speak Indonesian.
·
Experience
in working on environmental and governance issues is desirable.
·
Ability to
use publication design software, such as InDesign and Photoshop, is desirable.
Timeline
This consultancy is expected to
require a maximum of 45 days between 27 October 2014 and 9 January 2015.
