The Asia
Foundation’s environmental governance program – SETAPAK – aims to improve forest
and land governance in Indonesia. This program, launched in late 2011, provides
support to national and local NGOs to carry out a combination of technical assistance
and advocacy activities to support good forest and land governance. SETAPAK is
looking to develop an interactive and user-friendly website with strong visual
appeal to promote its program to an international and Indonesia audience.
Overview
The SETAPAK
program is looking to develop a website to promote its activities, publications
and objectives. The overall objective of this consultancy is to develop an easy
to maintain, interactive website with social media links to communicate to an
international and Indonesian audience.
Tasks
Under the
guidance of the assigned SETAPAK Program Officer, and in close cooperation with
a communications consultant (recruited by the Asia Foundation) who will support
content creation for the website, the service provider’s tasks will be to: propose
a website structure in collaboration with the assigned SETAPAK Program Officer
and communications consultant; develop and implement all elements of a
user-friendly website to disseminate and communicate information on the SETAPAK
program using a content management system that can be maintained by non-IT
experts; produce guidelines and training so that staff are able to maintain
content ongoing; and to continue maintenance over a year following the
website’s completion.
Specifically,
the consultant will:

Liaise with
SETAPAK staff to understand the program’s needs and identify user requirements
and functionalities. Develop a page list and a Content Management System (CMS)
that suits the desired ‘look and feel’, layout and functionality as required by
the SETAPAK program (such as Word Press).

Provide
suitable, secure and credible web hosting for the website and domain name.
·
Produce a User
Journey or wireframe as a front end design for the website.
·
Develop a
beta version of the website for preview and testing.
·
Develop an
interactive website, compliance with specified web browsers and ensure mobile
optimization; that the website is accessible on all devises (computer and smart
phones).
·
Ensure the
website is integrated with social media, (Facebook, Twitter feed and You Tube),
includes an e-newsletter function, and has RSS embedded.
·
Ensure the
website works optimally on Firefox 5+, Chrome 29+, Opera, Safari 7+ and latest
Android browser, Chrome mobile and Safari for iPhone and iPad. Make
corresponding adjustments to ensure website is fully responsive and optimised
for readability and design at a range of sizes.
·
Ensure the
website has sufficient security and is completely contained within the website
infrastructure and is not reliant on network security or peer-to-peer
connectivity.
·
Ensure that
pages and features are accessible by the public with low/limited bandwidth.
·
Incorporate Google
site analytics for tracking of web hits, visits, unique visitors and page
views.
·
Develop
guidelines and training for SETAPAK staff to maintain the website and content.
·
Forty hours
of maintenance of the website over period of a year.
Deliverables:
1.
Page list and
an outline of website and appropriate Content Management System proposed in
accordance with SETAPAK needs, and approved.
2.
Appropriate
web host and domain name secured.
3.
A User
Journey / wireframe developed in accordance with outline developed, and any
revisions taken up in accordance with SETAPAK feedback.
4.
A beta
version of the website tested and approved, included testing for security.
5.
Website
developed that complies with all web browsers and accessible on all mobile
devises; integrated with social media and RSS embedded, is accessible to users
with low bandwidth.
6.
Site
analytics tracks site visitors.
7.
Easy to use
guidelines for maintaining website and uploading all types of content (in
English and in Indonesian), complete with the most common trouble-shooting
guidelines, and provide training on how to upload content.
8.
Forty hours
of website maintenance for a year from end of contract to be used for CMS
upgrades; simple content and functionality changes and general support and
trouble-shooting including broken links and errors.
Timeline:
The
consultancy period is expected to take two months between 24 October and 19
December 2014.

Qualifications and Capabilities
Required (individuals and companies applicable):
·
Adequate
knowledge and at least 3 years demonstrable experience in designing and
creating user-friendly webpages (a portfolio of previous work), including
expertise in CMS – such as HTML5, Javascript and CSS/SASS/LESS and PHP.
·
Capacity to
develop both front end and back end of a website.
·
An
understanding of user interaction (UX) design.
·
Experience in
front end design, including with industry-standard design tools, such as Adobe
Photoshop and Illustrator.
·
Ability to
interpret suggestions and implement into functional website design.
·
An eye for
design and attention to detail.
·
Time
management and project management skills.
