Background
Australia’s Education Partnership with Indonesia (the Education Partnership) is one of the largest bilateral development investments by the Australian Government in the world. Through the Education Partnership, Australia supports the Indonesian Government to achieve improved access to education and improved quality of education. The Education Partnership (2011-2016) builds on the successes of previous Australian Government support to the Indonesian education sector by strengthening government systems. Under the Education Partnership, there are four areas of support referred to as ‘components’. The program is implemented by the Government of Australia through the Department of Foreign Affairs (DFAT) and the Government of Indonesia, supported by managing contractors. Cardno manages the School Systems and Quality (SSQ) program that covers three of the four components. The SSQ program is national in scope and provides a combination of technical
support, grants, and implementation/operational management.
Component 3 assists the Ministry of Religious Affairs (MoRA) to improve education quality at madrasah, by supporting MoRA to achieve its five year plan objective: to achieve universal national accreditation of private madrasah in the Islamic education sub-sector.
As part of this assistance, SSQ is supporting MoRA to develop a Grand Design (similar to a Strategic plan) for Continuing Madrasah Quality Improvement. To complete the next stage of development, a team of three specialists will be appointed to work full-time as a member of the Grand Design drafting team: an international level design team leader; an Indonesia national specialist recruited by SSQ; and an Indonesia national specialist seconded to the team by MoRA. The other two positions will be recruited with the assistance of SSQ.
The design team will assist MoRA in translating its ongoing and planned quality improvement activities into a comprehensive affordable action plan. Care must be taken by the design team to ensure that the Grand Design reflects and builds upon the intentions of MoRA, while taking account of the education forward planning being carried out by BAPPENAS and other Ministries.
Key Responsibilities
The Indonesia National Specialist - MoRA Grand Design for Madrasah Quality Improvement will:
• Support the Team Leader in developing and writing reports
• Undertake field work interviews and meetings as required
• Build and maintain strong and effective working relationships with other team members and with MoRA and other key stakeholders
• Be mindful of and responsive to the operating context and dynamics
• Undertake field work research and meetings including interviews, workshops, focus groups, etc as required.
• Identify relevant documents and information and provide abstracts and interpretations for the Team Leader
• Any other tasks as required by the Team Leader
Other Requirements
The Indonesia National Specialist - MoRA Grand Design for Madrasah Quality Improvement will require the following skills and experience:
• Relevant tertiary level qualifications
• Experience working in the education sector
• Experience in working with community-based education institutions
• Experience and understanding of the Islamic Education Sector in Indonesia
• Experience working with MoRA
• Excellent communication and inter-personal skills
Duration of Contract:
The duration of contract for this position is for up to 4 months with possible extension subject to approval by the Client.
