E-book Development Consultant for AgriPay Program

The AWM, a shared payment platform that enables microfinance
institutions (MFIs) to offer real time financial products and services for
their clients through digital channels. Through the platform, MFIs are able to offer
bill payments, remittances, and collections, and also incoming international
remittance.
The VISA-NET Hope funded AgriPay Program is designed as a financial
inclusion program that will address the challenge of making financial services
available at scale and at affordable prices commercially in remote areas and
lean markets. Agripay Program has used AWM, a digital payment system and mobile
technology, to enable MFIs to offer new, cost effective, efficient and scalable
solutions to address these challenges.
It is expected that the use of AWM by MFIs will bring convenient and
affordable digital, real time payment service to the farmers for the first
time, increasing financial inclusion and business opportunity that can drive
greater efficiencies in the value chains while contributing to increased food
security.
The AgriPay Program will
achieve three primary results including:
1.
Work with 5 MFI partners in Bali Province directly serving farmers
with a minimum accumulation of 2,500 direct beneficiary small holder farmers,
of which expected at least 30% to be women.
2.
Generate 18,000 transactions over a period of 5 months pilot project, and
its expected growth to 1.4 million transactions by small holder farmers (SHFs)
within three years of rollout.
3.
Produce an eBook on AgriPay which will include a case study that highlights
specific examples of the products and demonstrate how the service was able to
meet the needs of farmers and drive digital payments in rural areas. This ebook
will be used with various audiences including other NGOs, partner
organizations, donors and other key stakeholders.
To develop the E-book as
well as for program evaluation purposes, Agripay Program seeks individual or a
team of consultants who can provide technical assistance and support for conducting
a case study of Agripay Program.
Key Activities
§
The consultant
will conduct an independent, external program evaluation on the relevance, efficiency,
effectiveness, impact and sustainability of Agripay Program using case study
method.
§
Develop and
implement standardized evaluation procedures and related tools for site level
data collection and management.
§
Analyze various
phases of the program implementation to capture lessons
learned. The evaluation will draw out lessons learned and examples of best practice in “what has worked well” and “what has not” in order to improve future replication.

Deliverables
§
Survey
instruments capturing beneficiaries’ data of male and female farmers.
§
Inception
report (initial findings from documents review, methodology, and survey
instruments).
§
Summary of
findings in PowerPoint format. Presentation of the findings (30-minute
presentation, max 20 slides). Circulating for feedback and incorporating comments
before submitting the Final Report.
§
Final report consisting
of 2 documents including impact research that captures the lessons learned on “what
has worked well” and “what has not” in order to improve future replication of
the program and an ebook on AgriPay Program highlighting the program as a business
case with specific examples of the products and demonstrate how the service was
able to meet the needs of farmers and drive digital payments in rural areas.

Timeframe
The Consultant
shall complete the duties described in the scope of work from November 10th
– 15th December, 2014. Mercy Corps will provide the consultant with
all existing documentations related to the TOR upon request.
1st
week : Document review,
methodology and survey instruments development

week : Field visit and survey
3rd week :
Inception report (initial findings
from documents review, methodology, and other instruments).
4th-
5th week : Final report of
the Program Evaluation and Ebook Development.
Compensation and Payment
The Consultant will receive IDR _ per day for
services provided under this agreement, with a maximum of 35 days.
Mercy Corps will pay the Consultant after
receipt and approval of the Consultant’s invoices and deliverables, as noted
above.
Criteria of Selection
§
The local consultant(s) have a minimum of 5 years of experience in
conducting program evaluation and particularly in using case study method to
capture lessons learned
§
The local consultant (s) have a considerable exposure in the private sector in the areas of
Financial Services and experienced with agriculture payment services preferred;
§
Experience
with marketing strategy development and knowledge management skill will be a
plus;
§
Exposure
to cooperatives and or micro financial institutions will be an advantage;
§
Previous
experience in gender projects will be a plus
