ICED II

Engility Corporation, building on IRG’s legacy in international development, anticipated USAID Clean Energy project in Indonesia (ICED II), currently seeking some of technical expert as follows:

CHIEF OF PARTY- INDONESIA CLEAN ENERGY DEVELOPMENT
The COP is responsible for overall administration and management of the project. The COP must serve as the Institutional Liaison and must be responsible for chief administrative oversight for the project. Major activities may include: (i) Primary project point of contact for GOI, Donors, USG, private sector entities, and other key stakeholders; (ii) Technical leadership and supervision of staff and consultants; (iii) Quality control and timely delivery of outputs; (iv) Supervision of the preparation of work plans, progress reports, financial reports, logistics, and other documents; (v) and primary liaison with USAID through USAID’s Contracting Officer and the Contracting Officer’s Representative. The COP leads over-all implementation of the project’s activities and must be based in Jakarta, Indonesia.
MINIMUM TANGIBLE QUALIFICATIONS:
At least fifteen years of professional experience in the implementation of large and
complex clean energy development and climate change mitigation projects
Proven leadership in the management of similar size international donor support
programs with skills in strategic planning, management, supervision and
budgeting
Experience working with senior government officials, private sector leaders, and
other stakeholders in the energy and climate change sectors
A master’s degree or a higher degree in environmental management, economics,
energy-related engineering, energy policy, finance and/or other related fields
Demonstrated skills in building, mobilizing, and leading multi-disciplinary teams
Exceptional communication and inter-personal skills
Demonstrated understanding of climate change and energy-related issues in the
context of low carbon development
Energy sector work experience in Indonesia or other Southeast Asian countries.
PREFERRED QUALIFICATIONS:
USAID experience preferred
Proficiency in Bahasa Indonesia is preferred
Knowledge of the energy sector in Indonesia is preferred
DEPUTY CHIEF OF PARTY- INDONESIA CLEAN ENERGY DEVELOPMENT
The DCOP supports the Chief of Party (COP) in day-to-day project management and leads Component 3 efforts to strengthen partnerships and coordination with other donor and United States Government (USG) programs (described below). The DCOP assumes all COP responsibilities when the COP is not available, and supports the COP on overall administration and management of the project.
Component 3 of ICED II aims to promote outreach on USAID and USG Inter-Agency Activities in Indonesia’s Energy Sector. ICED II will also serve a platform for the coordination of USG resources committed to research, capacity building, investment support, bi-lateral technical exchanges, and activities through different agencies as well as with other donors and domestic/international public institutions working in Indonesia’s energy sector. Component 3 will also work to streamline policy and regulatory reform by closely engaging relevant ministries and responsible authorities for implementation of climate change mitigation policies and actions in a formalized fashion to ensure all stakeholders’ needs are met. ICED II will also develop a platform that allows USAID/Indonesia to collect information on the aggregate approaches and impact of these collective interventions, and communicate them to a wide range of stakeholders.
MINIMUM TANGIBLE QUALIFICATIONS:
At least ten years of professional experience in clean energy development
Experience in the administration of similar size international donor support
programs with skills in strategic planning, management, supervision and
budgeting
Demonstrated proficiency in facilitating partnerships and/or coordinating

CLEAN ENERGY PROJECT DEVELOPMENT SPECIALIST - INDONESIA CLEAN ENERGY DEVELOPMENT
RESPONSIBILITIES AND DUTIES:
Engility Corporation, building on IRG’s legacy in international development, is currently seeking a Clean Energy Project Development Specialist (CE-PDS) for an anticipated Clean Energy project in Indonesia (ICED II).
The CE-PDS leads all Component 2 activities (described below). The CE-PDS must have significant experience in the planning, design, and financial transaction facilitation of clean energy projects. The CE-PDS must ensure that Component 2 interventions are on schedule to meet established USAID’s ICED II project’s targets for MW of clean energy generation capacity installed, and amount of funds leveraged for investments in clean energy projects.
Component 2 of ICED II aims to Accelerate Mobilization of Private and Public Sector Co-Investment in Clean Energy. The objectives for this component are to increase mobilization of private and public investment from both domestic and foreign funding into the clean energy sphere that will result in direct leverage, emission reduction and energy access, as well as to stimulate innovation and development of clean energy technologies to sustain growth within the sector. This will be achieved through advancing Project Development and Investment Promotion, and increasing Local Capacity of Science, Technology, Innovation and Human Resource for Clean Energy Growth.
MINIMUM TANGIBLE QUALIFICATIONS:
At least ten years of professional experience in renewable energy development, project development and implementation, including project
financing
A master’s degree or higher in engineering, finance, business administration or
other related field
Experience working with government institutions, utilities, financial institutions
and project developers
Strong interpersonal and communication skills
PREFERRED QUALIFICATIONS:
It is preferred that the CE-PDS be proficient in Bahasa Indonesia
Work experience on clean energy development projects in Indonesia preferred
ENERGY GOVERNANCE/REGULATORY SPECIALIST- INDONESIA CLEAN ENERGY DEVELOPMENT
Engility Corporation, building on IRG’s legacy in international development, is currently seeking an Energy Governance/Regulatory Specialist (EGRS) for an anticipated USAID-funded Clean Energy project in Indonesia (ICED II).
The EGRS leads all Component 1 interventions (described below). The EGRS must have familiarity with key policy and regulatory issues that are relevant to growth in Indonesia’s clean energy space. The EGRS works to ensure that all Component 1 interventions are implemented on schedule, results-driven, and coordinated effectively with related activities of Government of Indonesia (GOI) counterparts and stakeholders.
Component 1 of ICED II aims to Improve the Enabling Environment for Rapid Co-Investment in Clean Energy. The objectives for this component are to provide assistance and advisory services to the GOI in identifying and overcoming gaps in the climate change mitigation and energy planning frameworks/processes within the energy sector, and in formulating/refining relevant regulations and policies more conducive of successful implementation of emission reduction plan and rapid development of clean energy projects. This will be achieved through increasing capacity for Low Emissions Energy Sector Planning and Implementation, and providing policy and regulatory reform support for Clean Energy Project Development.
MINIMUM TANGIBLE QUALIFICATIONS:
At least ten years of professional experience in developing and implementing
clean energy policy, law and regulation
A master’s degree or a higher degree in environmental management,
economics, energy-related engineering, finance, business administration,
energy policy, and other related fields or a law degree
Experience working with government institutions, utilities, and regulation
agencies
Strong interpersonal and communication skills
Prior work experience in the Indonesian energy sector
PREFERRED QUALIFICATIONS:
It is preferred that the EGRS be proficient in Bahasa Indonesia
Knowledge of the energy sector in Indonesia is preferred
Prior work in Southeast Asia is preferred.
