MAMPU Indonesia Requests for Expression of Interest (EoI)

A Review of Policy-Oriented Research on Government Services and Law on Violence Against Women in Indonesia

Empowering Indonesian Women for Poverty Reduction Program, also known as Maju Perempuan Indonesia untuk Penanggulangan Kemiskinan (MAMPU) is a joint initiative of the Australian Department of Foreign Affairs and Trade (DFAT) and the Indonesian Ministry of National Development Planning (Bappenas). The program, implemented by Cowater International, aims to improve the access of poor women in Indonesia to services and livelihoods by strengthening women’s and gender-interested organisations and parliamentarians in order to influence government policies and services across five thematic areas:

1.         Improving women’s access to government and social protection Programs.
2.         Increasing women’s access to jobs and removing workplace discrimination.
3.         Improving women’s overseas labour migration.
4.         Strengthening women’s leadership for better maternal and reproductive health.
5.         Strengthening women’s leadership to reduce violence against women.

Across these thematic areas key activities conducted by MAMPU or its partners include research to provide an evidence base for policy development, advocacy, programming, strategy development, better delivery of services, or engagement in new sectors among others. As the MAMPU program gains momentum, there is an increasing need for MAMPU to develop a strategic research agenda that will underpin evidence-based advocacy and informed policy making.

One of the key steps that MAMPU needs to undertake to formulate a strategic research agenda is to commission a review of existing research on each of the five thematic areas. The review is meant to determine what information is already available, whether there are recommendations from existing research relevant for MAMPU to take up, and identify most crucial knowledge gaps from a policy perspective.
