The Indonesia Urban Water, Sanitation, and Hygiene (IUWASH) is a
five-year development project funded by U.S. Agency for International
Development (USAID). IUWASH assists the Government of Indonesia to make a
significant progress in the Millennium Development Goals (MDG) by expanding
access to clean water and adequate sanitation services. Expanding access among
Indonesia’s urban poor, currently those people with the most limited access to
these services is the goal of IUWASH. In addition, IUWASH also promotes the
goals of the U.S.-Indonesia Comprehensive Partnership by improving urban water
and sanitation services thereby strengthening individual health. In reaching
its goal, IUWASH works at the intersection of communities, local government,
and service providers. The commitment of IUWASH is to mobilize demands for
water supply and better sanitation service delivery, as well as improves
capacity for service delivery (especially of government institutions). IUWASH
also strengthens national strategies and enables local government and water
utilities to deliver high quality, efficient water and sanitation services.
The expected results to be achieved are:
(a) Two million people
in urban areas gain access to improved water supply;
(b) 250,000 people in
urban areas gain access to improved sanitation facilities; and
(c) Water cost paid by
the poor in targeted areas decreases by at least 20%.
To achieve the above, technical assistance is dividing in three
main technical components:
- Mobilizing demand for water supply and sanitation service delivery;
- Improving and expanding capacity for water and sanitation service delivery; and
- Strengthening policy and the financial enabling environment for improved water supply and sanitation service delivery.
Like any large business, PDAMs are complex enterprises that need
to respond to not only current needs, but also anticipate and respond
appropriately to future demands in a dynamic environment. A key tool used by
PDAMs to accomplish these tasks is the five-year Business Plan. The Business Plan is essentially a five-year “road map” of how the
utility will address important issues related to coverage, infrastructure
development, financing, human resources management, and a wide array of
other performance-related areas. A solid business plan not only serves as a critical guide to
managers and staff, but also serves in garnering support (and importantly,
budget allocations) from local executive and legislative branches for a wide
range of important actions. One key component in the process of developing a
PDAM Business Plan is the Customer Satisfaction Survey (CSS) which informs the
utility of how its services are perceived by its customers and, as a
consequence, where resources for improvement should be targeted.
Following requests by PDAM Kabupaten Batang, IUWASH intends to
assist that utility in conducting a CSS and developing a Business Plan that
will cover the period of 2015 to 2019. Importantly, and as opposed to an
independent activity, IUWASH will conduct this work through a contractor and in
very close coordination with the PDAM which will establish a full PDAM Business Plan Development Team,
ensuring not only a strong degree of internal understanding and buy-in of the
developed Business Plan, but that the PDAM is also better positioned to
undertake such work on its own in the future with minimal or no outside
assistance.
