Overview
WRI has been awarded a ‘Project Preparation Grant’ under the UNEP/GEF project on “Building the Foundation for Forest Landscape Restoration at Scale,” which aims to promote sustainable landscapes through the strategies of avoided deforestation and climate smart agriculture while supporting biodiversity conservation.  The project has five pilot countries: Indonesia, India, Kenya, Ethiopia and Niger.

As the Executing Agency, WRI seeks to hire the services of an experienced NATIONAL CONSULTANT to implement activities in Indonesia, as required by the Project Preparation Grant (PPG).   The consultant will liaise with project stakeholders in Indonesia and with the WRI team in Washington, D.C. and the UNEP team in Nairobi.

The specific objective of this consultancy is to provide country-related expertise and support for the development and finalization of the UNEP project document and GEF CEO Endorsement document by the preparation of a “Forest Landscape Restoration national project formulation report”.  
Responsibilities
The lead national consultant for Indonesia will be contracted by WRI and will work under WRI’s overall supervision and in close consultation with the GEF focal point and others in the responsible Ministry. The main tasks of the consultancy will include:
  1. Become familiar with the requirements for GEF/UNEP project documentation, the Project Implementation Framework (PIF) and GEF Tracking Tool for Land Degradation, and with WRI’s Global Restoration Initiative
  2. Identify and engage with key national stakeholders to determine the level and nature of their interest in restoration initiatives, with a specific focus on:
    1. Strategic frameworks, national plans and measurable commitments to restoration
    2. On-the-ground restoration activities, their extent, key success factors and challenges
    3. Political commitment and cross-sectoral support for implementation of restoration activities
    4. Tools developed to support forest and landscape restoration planning and implementation
    5. Activities aimed at increasing the capacity of key actors and institutions to assess and map restoration potentials and to implement restoration at scale
    6. Financial flows to accelerate the pace of restoration activities
    7. Development of systems to monitor and provide transparency in the verification and reporting of restoration
    8. Root causes of degradation and barriers to restoration
    9. Proposed project activities and outputs
    10. Project inputs and budgets and national co-financing
    11. In-country management and governance
    12. Operations and administration
    13. Targets and indicators
    14. Risks
    15. Stakeholder engagement
    16. Project staffing and ToRs
  3. Support the organization of, and participate in workshops and missions to the pilot country to be undertaken by members of WRI’s Restoration team;
  4. Liaise with national stakeholders, partner institutions, and with the UNEP / WRI team via e-mail, telephone, Skype and other appropriate means;
  5. Produce baseline information for the GEF tracking tool for land degradation using the spreadsheet for the Portfolio Monitoring and Assessment Tool (see http://www.thegef.org/gef/node/4403 )
  6. Prepare and deliver a national project formulation report.   The report will be used in a GEF proposal and incorporated into the UNEP project document;
  7. Provide timely contributions, in response to specific questions and requests made by WRI for necessary country-specific elements of the project design and documentation.
Qualifications
  • University degree in a field related to natural resource management, forestry, etc.
  • Extensive knowledge of and at least five years’ of relevant experience working in Indonesia on natural resource management and related topics
  • Prior consulting experience related to international cooperation (preferred)
  • Strong network with senior Indonesia government officials and research organizations
  • Ability to communicate well (orally and in writing) in English and Bahasa Indonesia
  • Final candidate will be required to take a writing test
Location: Jakarta, Indonesia. Candidate must be legally able to work in Indonesia.

Salary:  Consultant will be paid a monthly rate commensurate with experience. 

Contract Period: Starting date:  as soon as possible; End date:  February 28, 2015.
