Indonesia Urban Water Sanitation and Hygiene
(IUWASH) Project (or "Project) is a 60-month program funded by the United
States Government through the United States Agency for International
Development (USAID), and implemented and coordinated by DAI Consultant. IUWASH
works with the government, private sector, non-governmental organizations,
community groups and other stakeholders to improve access to safe water and
sanitation in urban areas in Indonesia. The goal of IUWASH program is to assist
the Government of Indonesia in achieving the target of the Millennium
Development Goals (MDGs) in the areas of water and sanitation. The expected
outcomes of this program are: 2 million people in urban areas gain access to
improved water; 200,000 people in urban areas gain access to improved
sanitation; and the cost per unit of water that is currently paid by low-income
communities is reduced by 20 percent. To achieve these objectives, the
assistance provided by the project is divided into three technical assistance
components, namely:

Increased demand for clean water and improved
sanitation services
•
Increase the capacity of drinking water and
sanitation services, and
·
Strengthen the enabling environment (policy,
governance, political commitment and alternative funding) to support water and
sanitation services.
2. Activity Background
Since the beginning of IUWASH program assistance in
North Sumatra with an aim to improve the quality of water service system,
various activities in the form of technical and non-technical assistance have
been provided by IUWASH for 9 PDAM at city and district level. Non-technical
assistance for improving administration and finance system of PDAM’s customers
in the form of procurement of billing and accounting software has been given by
IUWASH to seven PDAMs in North Sumatra. In stage 1 in 2012, it was given to
PDAM of Binjai City, Tebing tinggi City, Pematang Siantar City, Tanjung Balai
City, and in stage 2 in 2013 it was given to PDAM of Langkat District, Asahan
District and Labuhan Batu District.
The results of monitoring on the billing and
accounting software assistance for PDAM were positive, although minor
weaknesses were found in some areas. Overall, PDAM’s billing and accounting
systems have been running well as both systems are integrated, so the billing
and transaction recording can be done faster and more accurate than the
previous system. Also, with the establishment of a new accounting system,
PDAM’s financial report can be prepared on a monthly basis more easily and more
accurately. Assistance program of procurement of the two soft wares given by
IUWASH is also intended as a 'triggering tool’ for PDAM to conduct an
integrated computer-based work. These initial systems allow PDAM to see and
feel the benefits of an integrated system, and in the next phase PDAM is
expected to develop other administrative systems using its own resources.
However, PDAM has not been able to implement advanced development programs due
to limited available resources that include funding and expertise in developing
the program. Considering this condition, IUWASH will facilitate to procure
further software of one additional software that includes inventory and
personnel systems tailored to the needs of each PDAM. Total PDAM is being
provided the additional software are 6 PDAM, i.e. PDAM Binjai, Tebing Tinggi,
Pematang Siantar, Tanjung Balai, Langkat and Labuhan Batu.
To assist
PDAMs in establishing improved systems for finance and administration through
more effective data management and reporting; provide training and support to ensure
such systems are effectively utilized and maintained oiver time; and assist in
the process of transferring data from old management systems as well as in
troubleshooting as required.
