MSI/SIAP-1:
Strengthening Integrity and Accountability Program I (SIAP-I) is a
five-year program funded by the United States Agency for International
Development
(USAID) and implemented by Management Systems International (MSI).
BACKGROUND
Launched
in January 2011, the USAID-funded MSI/SIAP-1 program aims to contribute
to good governance in Indonesia by strengthening integrity and
accountability
in government – principally at the national level. It does this by
supporting governmental and non-governmental efforts to strengthen the
effectiveness of accountability bodies; external monitoring; and
mobilizing public support.
OBJECTIVE
To
assist one of Indonesia institutions to develop an E-Learning System.
The E-Learning System allows users to study by themselves without any
limitation
of time and place as public official still can access the training
material while they do business travel. Furthermore, E-Learning System
is also considered more efficient than conducting in house training.
With the recent development of E- Learning technology,
course materials that can be transferred through are not limited to
knowledge but it has transformed to skills development by utilizing
interactive multimedia features. Therefore, the development of
E-Learning System in the institution will be really fit with
the high mobility of the public official in the institution.
ILLUSTRATIVE TASKS AND EXPECTED RESULTS
The scope of work to be performed includes:
· Assessing the E-Learning needs from the institution
· Designing the E-Learning concept
· Converting training module or procedure or rules into an attractive 2D application
· Creating 3 (three) discrete E-Learning modules

OFFEROR’S CONFERENCE
MSI will hold an
offeror’s conference on Wednesday, 26 November 2014 at 10:00 am at the
MSI office (or an offsite venue in case of high attendance) to explain
details
of this RFP and to answer offeror’s questions. NOTE: Due to space
limitation, offerors must pre-register their intended participation in
the conference (maximum two participants
per bidding organization) at procurement@msi-siap.com by Monday, 24 November 2014. All interested offerors are encouraged to attend this conference.
