II. ORGANIZATIONAL CONTEXT AND SCOPE
Under the direct administrative supervision of the Head of Sub-Office / RCA Programme Coordinator (East of Indonesia Region) and National Programme Coordinator Makassar and in close coordination with relevant units based in Makassar, the incumbent will provide support and monitor the implementation of the care and maintenance assistance activities for the irregular migrants in Indonesia

III. RESPONSIBILITIES AND ACCOUNTABILITIES
1. Visit and monitor of the Irregular Migrants (IMs) activities and accommodations to ensure that all basic services (accommodation facilities, basic personal supplies and toiletries, security and medical assistance including psycho-social counselling) are provided according to the standard.
2. Prepare and submit reports to supervisor on the activity.
3. When required, provide counselling to IM’s on their options to enable them to make informed decisions in relation to continued stay in Indonesia or voluntary return to country of origin.
4. Coordinate changes on the IM’s status with supervisor and colleagues within the unit. Coordinate with the supervisor and colleagues handling resettlement and voluntary repatriation on IM movements to ensure accurate and updated IM statistics.
5. In coordination with the Makassar Support Unit, serve as procurement focal point for weekly and monthly supplies to care sites.
6. Ensure presence in IMs communities through regular visits to care sites, temporary settlement areas to collect information on the conditions faced by IMs including the availability of humanitarian assistance (shelter, food, water/sanitation, health and education) and access to services by different segments of IMs populations.
7. Perform interpreting/translating duties for IOM and its counterparts dealing with migrants in Indonesia. This includes participating and facilitation of meetings, accompanying IOM staff meetings with UNHCR where needed, preparing meeting notes and talking with migrants. Language skills and diplomacy are required.
8. Assist in obtaining biographical information and case history of migrants. Maintain and update IOM data records/files on individual cases including new arrivals and interception cases. Ensure that IOM statistics reports and other relevant documents pertaining migrants cases utilize the correct names of migrants and reflect their status and file numbers.
9. Provide advice and information to migrants to ensure they are aware of their situation, rights and obligations in Indonesia.
10. Identify and inform the Head of Sub-Office of any particular vulnerable cases that have come up.
11. Assist in preparation of movements and ensure adequate documentation and information provided to relevant parties.
12. Strictly observe and adhere to IOM Code of Conduct, and Data Protection and confidentiality policies.
13. Coordinate with accommodation owners and relevant staffs to ensure that accommodation for Irregular Migrants are within the agreed standard.
14. Undertake travel to the field offices to assist on-going activities and provide assistance according to the Ops guidelines.
15. Prepare payment documentation and liaise closely with the finance section concerning payment of purchased and delivered goods and services.
16. Perform other duties as may be assigned.

Technical
a) Knowledge in assisting emergency operations activities;
b) Proven ability and experience in liaising with UN, Government Departments/Authorities and other international organizations;



V. EDUCATION AND EXPERIENCE

a) Diploma Degree in Law, management, Economics, political, social science. Arabic language or business administration or counselling.
b) At least four years of experience in any of these fields, particularly in dealing with migrants and trainings
c) Previous experience working with IOM or in areas related to the work of humanitarian matters or experience gained from working in the UN is an advantage.
d) Knowledge in assisting emergency operations activities;
e) Proven ability and experience in liaising with UN, Government Departments/Authorities and other international organizations;
f) Proficient in computer applications: Ms-Office

VI. LANGUAGES

Proficient in English and Bahasa Indonesia. Proficiency in languages spoken by migrants (Farsi Arabic, Tamil, Myanmarese) is an advantage.
