Introduction and Background
The Australia
Indonesia Partnership for Decentralisation (AIPD) is a five-year program
providing technical assistance and capacity building support to local governments
and civil society to better manage public resources, leading to improved
service delivery, with a certain focus on the front line service units. AIPD
works with GOI and civil society partners to improve local governments’
capacity to manage their own resources – to prioritise, plan, budget for and
implement their responsibilities in health, education and infrastructure,
particularly in the frontline service delivery.
AIPD supports policy
makers (national, provincial, and local government and local parliaments),
service units, and citizens (civil society) side stakeholders, by providing
technical assistance and capacity building based on demand from local partners
and national priorities, and utilising local expertise and institutions. The program works to help build capacity for
improved budget planning and execution in provincial and district governments,
especially at service unit level. AIPD also
facilitates improved transparency and accountability and strengthens civil
society engagement in budget planning and monitoring.
To respond to
the new Australian Aid focus on improving basic services and to ensure the
technical quality of the program, AIPD has formed a Technical Support Facility
(TSF). This Facility provides technical support, quality assurance, capacity
building, and strategic oversight across four thematic areas in which gender
considerations are fully integrated: i) resource allocation and management; ii)
sectoral governance; iii) community-based services; and iv) open government.
To lead the
TSF’s thematic area of resource allocation and management, AIPD is hirings a Public
Financial Management (PFM) Specialist that has extensive experience and
knowledge in improving PFM capacities in local governments. The Specialist may
also have extensive knowledge on how better PFM practices may lead to improved
service delivery in the local levels.
Purpose
The purpose of
this position is to provide technical support and policy advise in the implementation of activities related to strengthening public
financial management (PFM), particularly at the local government level.
Duties and responsibilities
In more
detail, working as a member of the AIPD Technical Support Facility (TSF), the PFM
Specialist is expected to carry out following duties and responsibilities:
A)
Provide
technical advice and support in the area of public financial management. This may cover following tasks:

Fostering planning and budgeting
practices that are based on reliable data and information and that lead to
better and more accurate allocation for strategic sectors
·
Improving
budget absorption and efficiency by encouraging the establishment and
functioning of e-procurement (LPSE) and integrated procurement unit (ULP) and
by enhancing capacity in accounting, financial reporting, and revenue and cash
management
·
Promoting the
monitoring and evaluation practices of Local Government performance that are
based on robust indicators, realistic targets, and reliable data
·
Ensuring that
PFM practices in local governments are aligned to the national regulations and
contribute to service delivery improvement
·
Coordinating
the AIPD activities in strengthening the PFM capacity of LG staff
·
Supporting
researches related to public expenditure/ finance management
·
Ensuring that
Core Team and Regional teams are well-informed on regional policies,
initiatives, and good practices related to public finance management
·
Providing
inputs and reviews on the AIPD monthly and 6-monthly progress reports on issues
related to PFM.
B)
Provide quality
assurance of the implementation of AIPD activities that are related to public financial
management at the sub-national level,
that covers:
·
With other TSF
members and the Results and Knowledge Facility (RKF), conducting monthly review
on the progress of implementation plan and quarterly reviews and field
monitoring on the immediate and intermediate outcome achievements
·
Selectively
reviewing the quality of outputs that are produced in the CG and regions.
·
Collaborating with RKF on the
management of data related to public finance management, such as SIKD, APBN, and BPK audit reports.
·
Together with
RKF and other TSF members, conducting thematic evaluation related to public finance
management.
·
Providing
technical review and inputs on AIPD work related to policy formulation and
regulatory framework in public finance management.
C)
Collaborate with and support broader DFAT units and Australian Aid programs in
the areas of public finance management, that includes:
·
As coordinated
by the AIPD Core Team, providing technical support and working with other DFAT/
Australian Aid sections and units on areas related to public financial
management
·
Developing
policy briefs and other strategic papers on latest development and national
initiatives on public financial management
·
Together with
the RKF and other TSF members, periodically writing and sharing the results and
progress of AIPD work in public finance management
·
Participating
in the DFAT-wide working groups or for a related to public finance management
·
Ensuring the coherence of AIPD PFM
activities with the DFAT agenda.
D)
Support the strategic engagement with
relevant CG agencies. This includes;
·
Providing technical inputs to the Core
Team or the Jakarta Team in meetings with high-ranking CG officials,
particularly in MoF’s Direktorat Jenderal
Perimbangan Keuangan (DJPK) and MoHA’s
Direktorat Jenderal Keuangan Daera
·
Facilitating
technical discussion and coordination between above-mentioned CG agencies and
Local Governments in AIPD work areas
·
Supporting the
Jakarta team in ensuring that those CG agencies are well-updated with the
progress of activity implementation related to public
finance management and public sector monitoring and evaluation.
E)
Conduct other relevant technical work,
such as: managing the implementation of strategic events and activities and conducting internal capacity building
activities.
F) Other duties in other areas of the program
as required.

Liaison / Reporting
The PFM Specialist will report to the AIPD’s Program
Director. In conducting his/her assignments, the Specialist will work closely
with the Deputy Program Directors, other TSF members, RKF and regional teams.
Qualifications / Experience
1.
Tertiary
qualifications (minimum Masters degree) in economics, accounting, public policy, or other fields
related to public financial management.
2.
A minimum of five
years of experience in work related to public financial management at both central and sub-national levels.
3.
Strong technical capacity in policies
and tools related
to public financial management
4.
Strong understanding and experience of
analyzing and managing data related to public finance management, such as APBN, SIKD, and BPK Audit reports
5.
Strong understanding
of GOI’s decentralisation issues, public finance management, and service
delivery.
6.
Proven ability to deliver high quality
outputs on time.
7.
Excellent oral
and written communication skills in Bahasa Indonesia and English and
well-developed interpersonal skills.
8.
Self-motivated
and able to work with minimum supervision.
9.
Good team
player.
Timing / Duration
The PFM Specialist
will work on a full-time basis and refers to the Advisor Remuneration Framework
(ARF). The initial contract is for one year, and may be extended by mutual agreement.
Location
The PFM Specialist will
be based in AIPD Office in Jakarta. Given the needs, he/she will be requested
to travel among AIPD’s five provinces.
