Introduction and Background

The Australia Indonesia Partnership for Decentralisation (AIPD) is a five-year (2011-2015) program of cooperation between the Governments of Indonesia and Australia to improve service delivery in health and education. AIPD does this by providing technical assistance and capacity building to support local governments and civil society better manage public resources.
 
From 2011 to 2013, AIPD provided support to key supply and demand side stakeholders to improve their capacity to allocate and manage resources for health and education. On the supply side, the program worked through the machinery of government to help build capacity to improve planning, budgeting and evaluation of priority programs at provincial and district levels.  On the demand side, AIPD facilitated improved transparency and accountability, and strengthened civil society engagement in budget planning and monitoring. AIPD also facilitated information and knowledge sharing among stakeholders related to planning and delivery of public services.
 
In the remaining one-and-half years of the program, AIPD will accelerate implementation by prioritising interventions that improve specific frontline service priorities in four thematic areas: resource allocation and management, sectoral governance, community-based services and open government. With a mandate and core competence in Public Financial Management (PFM), AIPD will focus implementation more at the level of basic service providers and citizen/community levels, forging stronger links between the two actors. AIPD will continue to complement this with interventions to improve planning, budgeting, and accountability at  provincial and district levels.
 
At the national level, AIPD provide policy makers with information from the field to support reforms in decentralisation and frontline service delivery governance. A strong knowledge management approach is critical to strategically position AIPD to reinforce linkages, relationships and knowledge sharing between key stakeholders on decentralisation governance reform.[1]
 
AIPD established Results and Knowledge Facility (RKF) in December 2013 to integrate the process of measuring, communicating and sharing of results and knowledge. RKF plays a strategic role in strengthening quality data collection on program implementation to generate defensible claims about what is changing in local governance and basic service provision. It facilitates information and knowledge sharing by functioning as a one-stop shop for AIPD and DFAT to learn about what works and what doesn’t work. RKF helps AIPD and DFAT to find credible and practical solutions to tackle bottlenecks in basic service delivery and influence policy dialogue and debate. RKF prioritises gender considerations in its monitoring and evaluation system and highlights  stories of women’s empowerment in its knowledge sharing.

Purpose

This is a fixed term maternity cover position to support Results and Knowledge Facility (RKF) Coordinator in managing and supervising research studies and other analytics undertaken by AIPD between November 2014 to April 2015.

Duties and responsibilities

 
The Research Analyst is responsible to support the Results and Knowledge Facility (RKF) Coordinator to develop and manage research studies and any other analytics commissioned by AIPD. More specifically, the Research Analyst strengthens the methodology aspects of the studies and provides quality assurance support on methodologies for all studies or analytics undertaken by AIPD or its implementing partners including:
-          Developing Terms of References for all studies.
-          Reviewing research designs, methodologies and guidelines, and provide inputs for improvement. Research methodologies should be defensible academically, but realistic for implementation in a development program context.
-          Performing an oversight role for data collection to ensure data quality. If necessary, undertaking verification/spot monitoring.
-          Review and provide inputs on research outputs.
-          Developing ways to share research results internally within AIPD and externally with key stakeholders, including DFAT, in collaboration with RKF team members responsible for communications and knowledge sharing.
-          Any other tasks or duties assigned by the RKF Coordinator or the AIPD Program Director.
 

Outputs

 
1.       Strong but feasible research methodologies for the research studies or any other analytics commissioned by AIPD, taking into account  resource availability (e.g. human, financial and time).
 
2.       Research reports for internal decision making and further dissemination to external audiences.
 
3.       Any other outputs required by the RKF Coordinator or the AIPD Program Director.
 

Liaison / Reporting

The Research Analyst will report to RKF Coordinator, work closely with the other RKF team members and liaise with other AIPD specialists – TSF team members (PFM, Knowledge Management, and Civil Society), Assistant Program Directors (APDs) and their respective provincial/district teams, and the Contract Officer.
 

Qualifications / Experience

Key Requirements:
1.       A post-graduate degree in social, political sciences or public policy.
2.       A minimum of five-year experience in research and analytical work related to developement programs at both national and sub-national levels.
3.       Strong capacity in both quantitative and qualitative research and in data management. Ability in using the statistical software is a plus.
4.       Ability to work independently with minimum supervision.
5.       Ability to identify risks in a timely manner and elevate to supervisor.
6.       Willingness to travel to remote locations.
 
 
 
Preferable:
1.       Experience in conducting research for development programs.
2.       Good report writing skills.
3.       Good interpersonal skills and commitment to working in a team.
4.       Good understanding of Government of Indonesia systems and public finance management and service delivery issues.
5.       Fluency in both verbal and written English and Bahasa Indonesia.
6.       Familiarity with relevant national and sub-national data, such as SUSENAS, IDHS.

November 2014 – April 2015

Position and Location

The position is an input-based fixed term maternity cover position (less than 20 input days per month) with a base location in Jakarta and work travel to AIPD target areas (NTT, NTB, Jatim, Papua and Papua Barat).
