PROGRAM MONITORING & EVALUATION COORDINATOR
The Program Monitoring and Evaluation (M&E) Coordinator supports TNC
Indonesia Marine Program’s (IMP) conservation goals and
objectives for TNC Raja Ampat and the broader Bird’s Head Seascape
region. This includes supporting implementation of well-designed M&E
system that integrates ambient
monitoring, community fisheries program, management assessment, and
impact evaluation at the Raja Ampat MPA and network as well at the
larger scale of Bird’s Head Seascape.
This includes the following functions:
· In
collaboration with Science Team, design and develop monitoring system
to measure SASI management impact marine resources, and make sure it
influences positive impact.
· Assist
community based program evaluation in dealing with challenges or
threats, through capacity building for communities in observing
biological and fisheries aspects of SASI, in order to create tangible
evidence of their fisheries management.
·
Develop data-poor stock assessment / community sustainable fish catch monitoring program to oversee
catch-per-unit-effort (CPUE) data, as proof of evidence of community fisheries products trends.
· Develop
and strengthen community fishermen groups including discussion,
assistance, technical training (organizational / institutional, group
roles and responsibilities, microfinance, and agreements between
different fishermen / community groups).
· Support
local community groups to conduct community surveillance system, especially inside traditional use zone(s).
· Collaborate
with Science and Communication teams in developing and disseminating
the results of scientific sounds outreach through monitoring data
analyses, report writing, and media coverage verbally and in written
format to TNC staffs and key partners and stakeholders.
S/he will serve as a resource for colleagues and partners by delivering
high quality technical assistance and provide training and capacity
building to TNC staff and partners.
· In
collaboration with Science Team, implement coral reef ecological MPA
monitoring including coral reef health and reef fish monitoring in the
BHS.
· Build
scientific capacity for the full cycle of M&E activities in the BHS.
· Support
monitoring of ecological, socio-economic and synthetize monitoring
result to support evaluation of management effectiveness of MPAs in Raja
Ampat and BHS through MPA management effectiveness guidance (e.g.
e-KKP3K and or others tools).
· Transferring
increasing responsibility for M&E to local institutions and community.
· In
collaboration with Marine Spatial Planning Team, contribute in the development of zoning plan by
providing concise input into the drafting process for 'RZWP3K
(Coast and Small Island Area Zoning Plan) draft for Raja Ampat, to
ensure that MPA zoning and management provisions are included in the
zoning plan and potential conflicting uses are harmonized.
The Program M&E
Coordinator
reports to the
Constituency Building & Stakeholder Coordinator
and is based in Sorong, Papua.
Requirements:
·
Bachelor/S1 degree in marine biology, marine ecology, fisheries or coastal management with 4-8 years
related experience
·
Managing complex or multiple projects, including staffing, workloads and finances.
·
Knowledge in one or more of the following disciplines: ecology of coral reefs and coastal ecosystems,
monitoring of coral reefs and marine ecosystems, Marine Protected Area management, marine conservation science.
·
Knowledge of and experience in applying the latest available fisheries methods for fisheries and coastal
habitats and willingness to train and mentor communities in these methods.
·
Experience in data collection, analysis, preparation and publishing technical reports and scientific
papers from field data.
·
Excellent oral and
written communication skills in Bahasa Indonesia and preferably English.
Must be able
to read and interpret scientific documents written in English including
manuals, technical reports and scientific papers. Must be able to
accurately interpret data and understand and convey to others the
implications of such data analyses for conservation
and management.
·
Ability to organize time and manage diverse and multiple projects and activities, and meet multiple deadlines.
·
Advanced skills in personal computer use MS Office, Word and Excel, statistical analysis of biological
data, reporting and presentation. Familiar with spatial software, notably ARC GIS is preferred.
·
A thorough understanding and familiarity with marine conservation issues.
·
Knowledge of current trends and practices in conservation, and natural resource preservation.
·
Completing tasks independently with respect to timeline(s).
·
Ability to explain conservation practices to technical and non-technical audiences
·
Able to work under pressure in some work periods, flexible hours and willing to travel to and work regularly
in the field in remote locations.
·
Ability and willingness to contribute to discussions in workshops and meetings
·
Ability to develop and nurture partnerships with government officials, communities and civil society
