International Inc. seeks a Non-Living Ocean Resource Management
Lawyer for
the USAID-funded Indonesia Marine and Climate Support (IMACS) project.
This project provides technical support for improving key marine and fisheries
sector components with the Ministry of Marine Affairs and Fisheries (MMAF),
local governments, coastal communities, and the private sector.
This short-term
assignment will be based in Jakarta, Indonesia, and will take place from mid-December 2014 to February 2015.
Responsibilities
The Non-Living Ocean Resource Management Lawyer
will:
·
Provide legal
guidance and assistance to the Government of Indonesia (GOI) on calculating damages
payable to coastal communities affected by the 2009 Montara oil spill.
·
Assess the current
legal framework for the management and regulation of environmental impacts from
non-living ocean resources extraction in Indonesian waters including the exclusive
economic zone (EEZ), in particular, oil and gas, as well as the framework that governs
GOI response in the event of trans-boundary marine pollution incidents from their
extraction.
·
Provide
recommendations to strengthen the legal framework, including amending existing
legislation and/or additional legislation.
·
Suggest a suitable
methodology for assessing compensation for losses caused as a result of
environmental damage in the event of oil spills or other pollution from oil and
gas extraction activity (a) in Indonesian waters and (b) beyond
Indonesian waters that cause trans-boundary pollution and damage to Indonesia’s
marine and coastal environment.

As required,
contribute to the work of IMACS in their assistance to GOI regarding the
preparation of the 2015-2019 Strategic Plan and future planning over the
2015-2025 period insofar as it relates to issues concerning the management of
extraction of non-living ocean resources and response to trans-boundary marine
pollution.
Qualifications
•
Master’s Degree in natural
resources law, environmental law, international law or equivalent legal area
relevant to management of marine and coastal resources
•
Demonstrated interest and
understanding of legal issues related to marine pollution and assessment of
compensation for environmental damage, particularly arising from oil and gas
activities, including approaches adopted in countries other than Indonesia.
•
Excellent understanding of the
governance system for Marine Affairs and Fisheries in Indonesia and the roles
of key stakeholders in environmental management, particularly in relation to
marine and coastal resources
•
Excellent writing skills as
demonstrated by record of publications in academic journals and elsewhere
•
Proven ability to prepare well
structured and expressed policy advice in bahasa Indonesia that meets specified
requirements with minimal supervision.
•
Minimum 5 years of relevant
experience at senior academic level, middle to high level government official
or international consultant.
•
Excellent presentation and
communication skills and demonstrated ability to simplify complex ideas
•
Ability be part of a bigger team
in the formulation of strategic policy advice to government
•
Ability to generate creative,
practical approaches to overcome challenging situations
•
Fluent English desirable;
excellent command of written and spoken Bahasa Indonesia essential.
