Chemonics
International Inc. seeks a Strategy Consultant for the
USAID-funded Indonesia Marine and Climate Support (IMACS) project. This
project provides technical support for improving key marine and fisheries
sector components with the Ministry of Marine Affairs and Fisheries (MMAF),
local governments, coastal communities, and the private sector. IMACS also
supports MMAF in the preparation/development of their next strategic plan (RENSTRA)
for 2015 – 2019.
The IMACS Strategy
Consultant will support the IMACs RENSTRA team by focusing on the team’s
written deliverables and, in particular, contextualizing these deliverables in
the strategic planning framework. This short-term assignment will be based in
Jakarta, Indonesia, and will take place from mid-December
2014 to February 2015.
Responsibilities
The Strategy Consultant will coordinate with and
support the IMACS and MMAF strategic planning team(s) to develop a marine
affairs and fisheries strategic planning framework, and will coordinate the
preparation of written deliverables of the IMACS strategic planning support
team to support the Government of Indonesia (GOI). Specifically, the consultant will:

Assist in planning
and defining methodology used by members of IMACS strategic planning support
team to clearly place written deliverables within the strategic planning
context;
·
Lead and
participate in the identification, review, analyses and syntheses of strategic
issues and factors wherever they arise in the written deliverables of the
RENSTRA strategic planning support team.
·
In conjunction with
retained experts, prepare a strategic planning methodological framework to be
adopted in policy papers on marine affairs and fisheries development plans and
marine pollution prevention and mitigation arising from oil and gas extraction.
·
Coordinate and
conduct a review of existing systems to monitor progress in implementing the
RENSTRA and a needs assessment for monitoring systems to track progress in
implementing the strategic plan.
·
Coordinate the
preparation of a paper by an appointed consultant providing an economic or
business model of selected aspects of the RENSTRA adopted by MMAF to allow for
a quantification of strategic choices that have been made, in particular in
relation to sustainability of fishery activity, fish resources and
biodiversity.

Conduct a training
needs assessment in two provinces and two districts
·
Provide strategic
inputs in preparing training materials for regional government on strategic
planning.
Qualifications
·
Master’s degree in a relevant
discipline required
·
Experience in strategic
management essential
·
Minimum 5 years of relevant
experience as international consultant or industry professional
·
Ability to be part of a bigger
team in the formulation of strategic policies and advice
·
Ability to generate creative,
practical approaches to overcome challenging situations
·
Strong technical and practical
knowledge in issues related development and/or management, coordination and
effectiveness
·
Familiarity with Indonesian
governance systems and roles of key stakeholders in the area of national
development plans, local-level planning and coordination an advantage
·
Experience in capacity
development and facilitating positive transformational change
·
High level program/activity
planning and reporting skills
·
Strong communication skills, both
interpersonal and written
·
Willingness to travel to outside
Jakarta
·
Fluent English required; good
command of written and spoken Bahasa Indonesia desirable
