Preparedness & Response Officer with a real commitment to gender equality
and overcoming poverty. This post will be based in Jakarta for fixed term
contract 12 months.
JOB PURPOSE:
To coordinate and ensure all Rights in Crisis programming is documented
properly and disseminated to the respective stakeholders when necessary;
to lead the disaster surveillance and information management system in
disaster management area, to assist in the design and delivery of disaster
preparedness projects including Oxfam?s partner capacity building, to
assist in the design and delivery of emergency response project, and to
ensure all activities to be compliant to Oxfam system (OPAL). S/he will
directly report to Emergency Preparedness & Response Coordinator.
KEY RESPONSIBILITIES:
1. Delivery of Emergency Preparedness and Response Project:
· Assist EPRC in designing, planning, and monitoring of preparedness
and emergency response projects
· Assists the Emergency Preparedness Response/Security Coordinator
or Project Manager to write initial proposal including logframe & budget
with regards to the emergency preparedness and response
· Assist EPRC in delivering the emergency response projects that
might be possible to lead a sectoral project delivery
· Assist EPRC in Monitoring, evaluation, and learning of every
emergency response project, and provide feedback to the implementing
partners and team on progress and constraints that might need management
action.
· Assist the EPRC on developing periodic program or project report
to meet internal Oxfam requirements and external parties enquiries
· Ensure accountability mechanism is in place in the emergency
response projects
2. Emergency Preparedness and Response Information Management:
· Lead (or assist EPRC) the general need assessment to emergency and
write the assessment report and then provide recommendations for action
that are consistent with the context of emergency but linked to broad
Oxfam Humanitarian policies and guidelines;
· Participate actively in deep and/or sectoral need assessment, and
provide recommendation for action,
· Lead in disaster information management through surveillance,
collection, collation, analysis, synthesis, and dissemination of disaster
information and Oxfam?s emergency response activity;
· Lead in collection, collation, analysis, and synthesis of best
practices in preparedness and emergency response activity and facilitate
sharing and learning among Oxfam staff, partners staff, and others.
3. Networking and Coordination:
· Participate in advocacy activity to promote more responsive and
effective response mechanism by the governments and humanitarian
organizations,
· As requested by Oxfam, represent Emergency Preparedness and
Response team, in the external coordination mechanism during emergency
· As requested by EPRC and/or Oxfam, represent EPR team and/or Oxfam
in external meetings and discussions
· Work closely with DRR/CCA team and with other department or team
within Oxfam Indonesia program
4. Promote gender mainstreaming in preparedness and emergency
response activity;
5. Promote child protection policy in preparedness and emergency
response activity,
Promote the NGO/Red Cross Code of Conduct, the People in Aid Code, Oxfam
International procedures and other regulatory
codes (e.g. InterAction Field Co-operation Protocol), Sphere Standard,
Humanitarian Laws, Humanitarian Charter, etc
SKILLS AND COMPETENCIES:
Proven practical experience (2 years) in humanitarian response work
including assessments, analysis, and implementation and
monitoring/evaluation in emergency contexts.
Experience and understanding of Oxfam?s humanitarian response work
assessment, programming and policy guidelines is preferred.
Experience in managing coordination/working with other stakeholders,
partners, local communities and authorities.
Self-awareness and able to assess his/her own qualities.
Demonstrates commitment and drive and ability to work in stressful and
difficult conditions.
Highly confident to influence stakeholders including governments
Able to lead and manage a team when required, demonstrating strong
mentoring and coaching skills.
Demonstrating skill in understanding other team members and other
stakeholders? abilities and limitations.
Able to prioritise own workload, work independently and quickly to meet
deadlines.
Demonstrates flexibility and adaptability to changing contexts and
situations.
Sensitive to cultural differences and able to work in a wide variety of
cultural contexts
Willing to travel at short notice (less than 48 hours) and often in
difficult circumstances.
Willing and able to be away from their normal post for more than 6 weeks
Demonstrates an understanding of and commitment to Oxfam values, including
gender and diversity
Fluent written and spoken English.
Working knowledge of Oxfam policies and procedure with proven skill in
information management.
Understanding of disaster risk management cycle and issues.
Understanding of and commitment to humanitarian principles, gender, and
child protection.
Community mobilization skills, including participatory community
assessment and planning techniques.
