This post will be based in Jakarta for fixed term contract 12 months.
JOB PURPOSE:
The Operations Manager is responsible for effective and efficient delivery
of all Operations services to the Indonesia country programme. Line
management of 4 teams: Financial, HR, IT, Logistics. Influences the
development of strategy and ensures and supports operational
implementation. Impact of this role is significant within the country
programme in terms of business process being improved and simplified. S/he
is a member of the Senior Management Team and contributes to the overall
management of the Oxfam programme in Indonesia.
DIMENSIONS
? Provides professional advice to managers on Finance, HR, Logistic
and IT and administration issues.
? Influences the development of strategy and ensures and supports
operational implementation.
? Develops solutions to diverse and complex problems within
organisational policy Interprets and applies operational and specialist
information in a variety of formats from a variety of sources.
? Flexibility to anticipate and resolve challenges within corporate
or divisional parameters, with moderate scope.
? Decisions are made within professional and divisional context, to
further the objectives of Oxfam and the division with reference to the
external environment.
? Impact of this role is significant within the country programme in
terms of business process being improved and simplified.
? Implement best practice - legal responsibility - national
employment laws, tax laws etc. Influences in specific areas.
KEY RESPONSIBILITIES:
Manage the Finance team to ensure;
? High-level financial planning, forecasting and management.
? Consistent application of all Oxfam and donor finance procedures
in country, including reporting and payment of tax.
? Implementation of best practices that reduce risk and improve
efficiency of finance management.
? Consolidation and preparation of high quality monthly budget
variance reports including required analysis and commentary.
? Preparation of additional financial forecasts or reports as
required.
? Preparation of cash flow forecast and responsibility for tracking
incoming and outgoing funds (both restricted and unrestricted funds).
? Coordination of financial audits according to statutory, internal
and donor contract requirements.
? Audit recommendations are implemented and reported on.
? Capacity building and support to Oxfam staff and partner staff as
required and requested.
? Effective financial compliance of Oxfam partners, including
conducting annual finance capacity assessments of partners.
? Ensure field-based staff and partners are supported by the finance
team.
? Programme Managers are aware of and comply with terms and
conditions laid down in donor contracts (time line, reporting and auditing
requirements, etc.).
Manage the HR Team to ensure;
? Provide leadership and advice on HR Policy/Strategy, recruitment,
induction, HR general management and administration within the country
programme and ensure effective liaison with the Regional Centre.
? HR information systems are regularly updated to the required
standard (HR GOLD).
? The consistent application of HR policy and procedures (including
recruitment) in line with Oxfam and Indonesia legal requirements.
? Ensure that the country programme complies with National Labour
Laws and Oxfam policies and are updated as required
? Assist CD in succession planning for members of the CMT and other
key staff
? Timely and quality inductions of new staff.
? Performance management standards are maintained including learning
and development.
? Timely and high quality HR reporting as required.
? Application of relevant staff Health Guidelines & Policies.
? Co-ordination with other INGOs on key HR policies (such as the
annual salary review, allowances etc).
Manage the Logistics Team to ensure;
? Efficient administration (including maintenance) of all Oxfam in
Indonesia offices, including security, reception, travel and
accommodation, petty cash and management of guests and staff (including
visas and local and international travel).
? Ensuring the official visa applications and travel documents are
issued for staff members. Lead to solve diplomatic issues with staff
travels into the country.
? Efficient and cost-effective procurement of travel,
workshop/meeting venues, accommodation etc.
? Timely and cost-effective procurement of all equipment and
supplies as required consistent with organisational, donor and Indonesia
legal requirements.
? Effective support to field offices for management of vehicles,
drivers and other transport requirements.
? Maintenance and management of assets including regular update of
the inventory and insurance.
? Effective reporting to the Government of Indonesia.
Manage the IT Team to ensure;
? The efficient functioning of the organisational IT system
including regular maintenance, back-ups and support to all staff.
? Management of the IT system consistent with organisational
requirements.
? Provide training to staff and partners as required.
? Support global IT initiatives/projects, ensure the adoption of
standard IT technology according OGB IS requirements.
OTHER RESPONSIBILITIES
? Being the security focal point for the Indonesia programme.
? Being an effective member of the Indonesia CMT.
? Represent Oxfam GB to the Government of Indonesia on issues
related to reporting, visas and legal requirements.
? Producing high quality financial analysis to assist the CD and
Programme Managers to take decisions.
SKILLS AND COMPETENCIES:
? Masters degree plus relevant leadership and capacity building
experience.
? Minimum of 7 years in Operations services (Finance, HR, IT,
Logistic) as a senior manager.
? High level of influencing skills with proven ability to establish
credibility at all levels.
? Excellent ability to improve utilisation of resources to optimise
professional standards with various line functions.
? Excellent ability to manage with strong work ethic, cultural
awareness and sensitivity and conclude conflicting priorities ensuring
maximisation of Division/ specialist area effectiveness.
? Provides specialist area/ team leadership within Finance and HR in
Oxfam and able to give strategic advice with ability to implement to
Country Management Team.
? Anticipates these areas of challenges, interpreting and delivering
win-win solutions, where little or no precedent exists, and furthering the
organisation?s objectives in doing so.
? Excellent ability to implement good practice which is local
legally compliant and Oxfam?s policies and procedures.
? Fluency in written and spoken English essential.
