SCI seeks MEAL Officer - ACEH Program based in Bener Meriah

Since 1919, we have been fighting for children’s rights, saving their lives and providing hope for brighter futures worldwide.  In Indonesia, Save the Children currently works in eleven provinces, has staff of approximately 190 local professionals, and programming in Child Protection, Education, Health and Nutrition, Disaster Risk Reduction, and Humanitarian Response.  Save the Children in Indonesia is seeking to fill the following position:



Monitoring Evaluation Accountability and Learning (MEAL) Officer
1 position, based in Bener Meriah

ROLE PURPOSE:
  • The MEAL Officer will be responsible for overall Monitoring, Evaluation, Accountability & Learning of Aceh Projects. S/he will be responsible for the MEAL development and implementation of all projects activities and ensuring that all MEAL strategies and activities are implemented.
  • The MEAL Officer will also work with the Aceh Program Manager as well as the National M&E Specialist on all aspect of MEAL works of Aceh Program to develop and deliver good Monitoring, Evaluation, Accountability and Learning.
  • He/she will work intensively in the baseline, mid-term, endline or evaluation designs, implementations and report; and also develop good database of Aceh Program.
Reports to: Program Manager
Dimensions: Save the Children in Aceh currently implementing 2 projects namely: LINK project & Hyundai project
Staff directly reporting to this post: none (however, interns or external consultant may be recruited on temporary basis to help deliver some pieces of work)

KEY AREAS OF ACCOUNTABILITY:
  • In close coordination with Program Manager as well as National Monitoring and Evaluation Specialist, develop research, M&E plan and strategy according to all project indicators that are required by the donor and SCI.
  • Together with Senior Program Officers, Program Officers & Livelihood Specialist to develop an effective monitoring, evaluation and reporting system (including documenting activities) to ensure the effectiveness of project monitoring and evaluation implementation.
  • Ensure the collection of baseline, mid-term, endline and evaluation data; as well as work on the report.
  • Ensure close collaboration with stakeholders in the implementation of monitoring and evaluation of project activities including establishing and developing strong and effective relationships with key district government officials and non-governmental stakeholders.
  • Closely monitor the implementation of the project work-plan by other staff are appropriately implemented and meet the needs of project target documents requirements.
  • Produce regular progress reports highlighting achievements against plans, challenges to implementation and recommendations for the component performance improvement and monthly report summary.
  • Ensure timely submission of monthly, quarterly and annual activity, monitoring reports in accordance with Aceh Program M&E framework, donor requirements and SCI requirements.
  • Develop and Manage monitoring and evaluation data base of Projects in Bener Meriah & Aceh Tengah
  • Develop and maintain the digital mapping and information of the projects in Aceh
  • Ensure that there is excellent communication and cooperation within the team and between all the Project in Aceh
  • Complete any other duties as assigned by line manager.

QUALIFICATIONS AND EXPERIENCE:
  • Excellent interpersonal skills and demonstrated ability to lead project team work as well as to develop and maintain strong relationships project staffs and beneficiaries
  • Ability to perform and prioritize multiple tasks
  • Strong analytical and writing skills.
  • Bachelors University Degree or equivalent in a relevant field
  • At least 5 years work experience with non-government organizations, at least some experience in managing M&E for education/health and nutrition projects
  • Knowledge of project cycle management and showing excellent skills in methods of Monitoring and Evaluation systems.
  • Excellent written, verbal and presentation communication skills in English and Bahasa Indonesia
  • Ability to work fast, effectively and independently in often high pressure environments, working across a number of teams to deliver high communications output.
  • Proven experience in research and monitoring and evaluation.
  • Document all relevant data and information both quantitative and qualitative regarding the project activities.
  • Prepare monthly success story and total reach
  • Conduct analysis data and information as well as formulate conclusion of project under consultation with Aceh Project Manager and M&E Specialist.
  • Provide all project staff with data and information they request.
  • Computer literacy skills in particularly related to M&E tools such as SPSS and knowledge in other database program would be an advantage
  • Experience in working in multicultural environment.
