Context of the REDD+ initiative:
Committed to the efforts to reduce the emissions from deforestation and forest degradation, Indonesia has been active in the conception of REDD+ Partnership and involved in the signing of Partnership Agreement on 26 May 2010. Launched during Oslo Climate and Forest Conference hosted by Norway, 50 countries agreed on a framework for the rapid implementation of measures for reducing deforestation. Since then, the REDD+ Partnership has become the global platform for organizing action in order to enable effective, transparent and coordinated fast action on reducing greenhouse gas emissions from deforestation and forest degradation in developing countries. 
The first phase of this REDD+ Partnership (Phase 1) between the Government of Norway and Government of Indonesia was to establish an agency with the capacity to implement and manage REDD+ projects as well as to appoint a pilot province which is Central Kalimantan. In line with the appointment of Central Kalimantan, there are 10 other provinces that regarded as the partner provinces of REDD+ Programme, which are: Aceh, Riau, Jambi, West Sumatra, South Sumatra, East Kalimantan, West Kalimantan, Central Sulawesi, Papua and West Papua.  
The establishment of REDD+ Agency in Indonesia through Presidential Decree No.62, 2013 and the appointment of Heru Prasetyo as the Head of the Agency have marked the second phase of REDD+ Programme. Entering the phase, the REDD+ Agency is commencing intensive relations with the its stakeholders, including the provincial governments, related line ministries and the Norway Government as the donor country that have committed to provide the Indonesian Government with a grand scheme of up to 1 Billion USD to support Indonesia’s commitment to reduce the emission up to 41%
These achievements have prepared a basic foundation for a future REDD+ national programme that aims to address the emission-reduction target for the forestry and peat-land sectors and the national long-term goals associated with sustainable economic development and poverty reduction
REDD+ Management Agency
The REDD + Management Agency (Badan Pengelola REDD+) was established under Presidential Decree 62 of 2013 and the appointment of Heru Prasetyo as the Head of the Agency have marked the second phase of REDD+ Programme. Entering the phase, the REDD+ Agency is commencing intensive relations with the its stakeholders, including the provincial governments, related line ministries and the Norway Government as the donor country that have committed to provide the Indonesian Government with a grand scheme of up to 1 Billion USD to support Indonesia’s commitment to reduce the emission up to 41%. Under the Decree BP REDD+ is directed to focus on :
  • Reducing Green House Gas (GHG) emissions from deforestation;
  • Reducing Green House Gas (GHG) emissions from forest degradation and/or from peat lands;
  • Preserve and enhance carbon reserves through forest conservation, sustainable forest management and/or rehabilitation and restoration of degraded forest lands and;
 
In order to achieve the above objectives, Badan Pengelola REDD+ (BP REDD+) is tasked to assist the President coordinate, synchronise, plan, facilitate, manage, monitor, supervise as well as  direct REDD+ in Indonesia. As a new governmental agency, BP REDD+ is still in the stage of development and consolidation. This creates a dynamic work environment and especially suitable for officials and staff who are creative and highly motivated.
 
Context of this ToR:
Having established the REDD+ Body based on Presidential Decree 62/2013, President Susilo Bambang Yudhoyono has appointed Head of Badan REDD+ on December 2013. Soon after this appointment, the Head of Badan REDD+ requested UNDP REDD+ Project Management Unit (PMU) to support establishment of proper office, resource and technical capacity for the Body to run its day to day operations.
Amongst important issues in the governance of REDD+ Agency is the lack of institutional policy and organization capacity for operational standard. These conditions make activity and coordination over the Agencies activities difficult to manage. As a new agency, it lacks the capacity of more established agencies but it does have the possibility of being developed to operate with high standards of competence and integrity.
 
In this context, the REDD+ Directorate of Technology, System and Monitoring through UNDP needs to recruit a Organization Policies and Business Process Consultant in order to established initial and intermediate term efforts to develop the internal policies and business processes to support REDD+ Agency with a strong focus on developing comprehensive policies and integrated business processes within the operating environment of REDD+ in Indonesia.
I.      SCOPE OF WORK, RESPONSIBILITIES AND DESCRIPTION OF THE PROPOSED ANALYTICAL WORK
 
  • Coordinate the development of Standard Operation Procedure for REDD+ Directorate of Technology, System and Monitoring, in line with the overall REDD+ Agency strategy and goals.
  • Facilitate the development of internal policies within REDD+ Agency to include and seamlessly integrate between policies of an institution of the government and a professional agency
 
I.                    REQUIREMENTS FOR EXPERIENCE AND QUALIFICATIONS
 
I. Academic Qualifications:
·         Bachelor’s Degree in Economy, Social, or a closely related field.
 
II. Experience:
·         At least 3 years of working experience, some of which are in the issues of Internal Policies, Project coordination, and supporting business process reengineering
·         Sounds experience working with Project Management, Business process development, and company policies.
·         Ability to design Standard Operation Procedure based on users output requirements.
·         Familiarity working managing programs within Government institutions/other private sector will be an advantadge.

·         Ability to demonstrate good knowledge on Climate Change and/or REDD+ issues.
Management and Leadership:
·         Builds strong relationships with clients, focuses on impact and result for the client and responds positively to feedback;
·         Consistently approaches work with energy and a positive, constructive attitude;
·         Demonstrates openness to change and ability to manage complexities;
·         Leads teams effectively and shows mentoring as well as conflict resolution skills; and
·         Demonstrates strong oral and written communication skills.
Other Requirements:
In addition to the scope and output stated above, the incumbent will be required to undertake other ad hoc tasks that may arise during the contract period. These tasks will be delegated by the incumbent’s Team Leader who will ensure that these ad hoc tasks do not impede on the incumbent’s ability to meet contractual obligations/deliverables.
All materials and other intellectual property produced while working under contract including, but not limited to, documents, presentations, white papers, photographs and other media, will remain the property of the REDD+ Agency (Badan Pengelola REDD+) and are required to be submitted to Working Stream Coordinator for archiving.
