BACKGROUND
Back in August 2013,
MSI-SIAP 1 conducted Institutional Development Framework (IDF) workshop towards
several potential counterparts in order to draft institutional improvement
plan. One counterpart is in need further assistance in improving their
organizational management. The assistance will be useful in continuing their
integrity and accountability program, particularly after the end of MSI-SIAP 1
program that will fall on 2015. As a result, there will be number of potential
aspects that needs to be improved which are fund-raising management including
donor mapping and success story packaging to become more attractive to donors.
Therefore, as part of
MSI-SIAP 1’s successful support, MSI-SIAP 1 hired a consultant who conducted
further assessment on its fund-raising strategy and management. As a result,
the assessment showed a necessity in improving its database management system
of all the donors and enhancing their effort to engage individual donors as one
of important means in strengthening their fund-raising activity. In addition, it
also need to improve the partner’s institutional capacity in formulating
campaign strategy and success story packaging as mean for an effective campaign.
In this regard, MSI-SIAP
1 will hire a communication consultant to improve its partner’s campaign
strategy in regards to gather more public support and increase their
fund-raising. He/she will work together with other social media consultant
(separately hired) to ensure synergistic and integrated strategy of communication.
The communication and social media consultants are expected to deliver
presentation on result of assessment and recommendation together to the partner
and MSI.
SCOPE OF WORK:
A. Objective:
1.
Enhancing
partner’s Public Outreach Program
2.
Enhancing
partner’s staff skills to write and package their success stories
B. Activities:
1. Three
(3) days for:
a.
Assessing and reviewing partner’s
current outreach practices strategy and infrastructure, including determined
core vulnerabilities in current public relations program;
b.
Reviewing
partner’s sample of news releases, newsletters, annual reports, project
implementation reports, books, findings, and other documents related
2. Five
(5) days for:
a.
Determining
key success indicators for public campaign road map, in order to gather more
public support and fundraising;
b.
Developing draft of public outreach program plan for 2015-2020 period
3. Five (5) days for:
a.
Assisting partner to review some documents to strategically select
samples for possible success story packaging;
b.
Assisting partner to convert complex findings or recommendation to
success story text using consistent format.
4. Seven (7) days for:
a.
Preparing training materials
b.
Conducting a communication training for partner
c.
Writing and providing report to MSI
DELIVERABLES
1)
Report on assessment of current
program, core problem, challenges, opportunities, and recommended strategies
2)
Draft of Public Outreach
Program Plan for 2015-2020 period.
3)
Recommendations on improving partner's
public outreach
4)
Manual instruction in writing
success stories (including success story sample for beneficiaries)
5)
Training materials, including
pre and post test

Final report on assistance
Qualifications
1. Individual/personal
consultant
2. Minimum Master
Degree from communication, journalistic, social sciences, or related
disciplines.
3. Have at
least 5 years of experience related to journalistic or public engagement
4. Demonstrated
track record in report writing, documentation and publication
5. Good
understanding on anti-corruption issues
6. Have a good
communication skill and good personality
7. Have an
experience working with CSOs and government agencies is preferred
