Request For Proposal (RFP) : Req-Jakarta-0265 : Service Provider for Preparation of the “Lesson Learned of PDAM Efficiency Energy Implementation

The Indonesia Urban Water Sanitation and Hygiene (IUWASH) project is a sixty-month program funded by the United States Agency for International Development (USAID) and implemented under the leadership of DAI. IUWASH works with government, the private sector, NGOs, community groups and other stakeholders to improve access to safe water supply and sanitation in Indonesia’s urban areas. The overall goal of IUWASH is to assist the Government of Indonesia (GOI) in making significant progress in achieving its safe water and sanitation Millennium Development Goal (MDG) targets by expanding access to these services. The expected results to be achieved are: (a) Two million people in urban areas gain access to improved water supply; (b) 250,000 people in urban areas gain access to improved sanitation facilities; and (c) the per unit water cost paid by the poor in targeted areas decreases by at least 20%.  To achieve the above, technical assistance is divided in three main technical components:
  1. Mobilizing demand for water supply and sanitation service delivery; 
  2. Improving and expanding capacity for water and sanitation service delivery; and
  3. Strengthening policy and the financial enabling environment for improved water supply and sanitation service delivery.

Activity Description :
One of the major issues faced by PDAM in Indonesia is the high of electricity/energy cost to operate water supply system. This condition causes drinking water production/distribution to be more expensive which results in need to increase water tariff or to decrease performance of PDAM.
There are some challenging for PDAM to decrease energy cost, such as :
  • PDAM management not really aware or know whether the energy consumption is already efficient or not.
  • PDAM management not yet know how and who should conduct energy efficiency audit at water supply system of PDAM
  • The limitation of funding or not yet understand how to get financing alternative for energy efficiency
Presently not many PDAMs conducted Energy Efficiency  (EE) audits and programs and Central Government cq Directorate General of Human Settlement (Direktorat Jenderal Cipta Karya) is very concerned regarding low energy efficiency and very supportive to improve this. For that reason Directorate General Human Settlement, working together with IUWASH (and ICED), intents to prepare the “Lesson Learned of  Energy Efficiency Implementation at PDAM”. The Lesson Learned will cover EE implementation at 6-8 PDAMs
It is planned that  the “Lesson Learned of  Energy Efficiency Implementation at PDAM” will be used together with the Guidelines of Energy Efficiency at PDAM (prepared in PY4), will be used by Directorate General Cipta Karya in 2015.
