Request For Proposal (RFP) : Req-Jakarta-0267 : Service Provider for Non Revenue Water Advance Training for DKI (PAM Jaya, Aetra & Palyja)

Dear All,

The Indonesia Urban Water Sanitation and Hygiene (IUWASH) project is a sixty-month program funded by the United States Agency for International Development (USAID) and implemented under the leadership of IUWASH works with government, the private sector, NGOs, community groups and other stakeholders to improve access to safe water supply and sanitation in Indonesia’s urban areas. The overall goal of IUWASH is to assist the Government of Indonesia (GOI) in making significant progress in achieving its safe water and sanitation Millennium Development Goal (MDG) targets by expanding access to these services. The expected results to be achieved are: (a) Two million people in urban areas gain access to improved water supply; (b) 250,000 people in urban areas gain access to improved sanitation facilities; and (c) the per unit water cost paid by the poor in targeted areas decreases by at least 20%.  To achieve the above, technical assistance is divided in three main technical components:
· Mobilizing demand for water supply and sanitation service delivery; 
· Improving and expanding capacity for water and sanitation service delivery; and
· Strengthening policy and the financial enabling environment for improved water supply and sanitation service delivery.


Activity Description:
The level of Non-Revenue Water (NRW) in the areas of water supply managed by PT. Aetra Air Jakarta (AETRA) and PALIYA in Jakarta approximately 40%. AETRA and Palyja have been doing NRW reduction efforts, but current level of NRW is still high.
NRW is a combination of physical water loss (leakage at water distribution pipelines and pipeline services) and non-technical water loss (such as water meters are inaccurate or damaged, illegal connection/illegal consumption, not accurate meter reading, mistake in billing calculation, etc).
Last year IUWASH supported to evaluate /overview the existing level of NRW and causes of NRW in both concession areas, review activities that have been carried out by both operators and recommend necessary activities to reduce the NRW in the future.
During the study it was found that :
· Previously PAM Jaya, PT Aetra and PALIYA calculate NRW level based on top down method, due to not complete and proper data, IUWASH introduce to calculate NRW level, based on reconciliation of Top Down Method and Bottom up Method. Although the aim of the method introducing by IUWASH is to solve the incomplete and not proper data, this methodology still use some assumption, due to Aetra/Palyja can not provide complete data required.
· Previously is not yet calculate Economic Level of leakage (ELL), due to ELL is important to know the economic level reducing NRW, it was introduced by IUWASH at this study. At this study the calculation of the ELL still use some assumption, due to it is a new NRW indicator for Jaya, PT Aetra and PALIYA
