The United Nations World Food Programme, Indonesia invites applications from eligible candidates for the following position:

Position : Logistics & Emergency Preparedness and Response (EPR) Liaison Officer
Contract Type : Service Contract
Contract Duration : 6 months (with possibility of extension)
Duty Station : Jakarta, Indonesia

Rationale:

In early 2013 WFP restructured its support to BNPB and some provincial Disaster Management agencies on activities related to Emergency Logistics Preparedness including:

- Training on Emergency Logistics;

- Logistics Capacity Assessments in a selection of disaster-prone provinces;

- Provision of Emergency Response Equipment;

- Support to BNPB's Data Center, platform for the management of secondary data; and

- Support to BNPB's project on National Strategic Warehouse in Jakarta.

To ensure sustainable development of BNPB capacities, both agencies are developing a three-year strategy and joint implementation work-plan. The proposed strategy aims at strengthening GoI's Emergency Response capacities by:

- Reinforcing the surge capacity of humanitarian actors & strengthening logistics preparedness and response;

- Establishing a national Network of Disaster Response Facilities (Humanitarian Staging Areas) in Jakarta, Medan and Makassar; and

- Capacity Building of the Emergency Planners and Responders.

The responsibilities detailed below are part of this strategy and related work-plan.

Responsibilities:

Reporting to the Emergency Preparedness & Response Head of Unit of WFP Indonesia and to the different officers in charge, the Logistics & EPR Liaison Officer will carry out the following tasks:

| Liaison with the Stakeholders

- Support the Head of Unit in developing communication and coordination activities, preparing meetings and travels and providing other administrative tasks as required;

- Liaise effectively with Counterparts, Donors and Partners about WFP EPR Programmes and provide all necessary support and advice;

- Maintain continuous liaison with GoI's Disaster Management Agencies (BNPB, BPBDs, Ministry of Social Affairs, etc.); organizing meetings, drafting NFRs, drafting letters, notes verbales and official correspondence, etc.;

- Maintain continuous liaison with Donors (OFDA, AIFDR, etc.);

- Maintain continuous liaison with national partners (PMI, private sector, etc.) and international partners (UN Agencies, INGOs);

- Conduct research on various issues regarding WFP EPR Programmes and monitor developments of the initiatives undertaken on these sectors by the governmental, private sector and international partners;

- Attend meetings/conferences on EPR in Indonesia;

- Keep accurate records of meetings, seminars, conferences and field trips, in order to prepare official documentation;

- Coordinate effectively with other donors and International Organizations; and

- Establish an effective communications system to keep all members of the Country Office and key stakeholders informed.
| Information Management

- Draft Monthly programme progress reports for WFP's counterparts, partners and donors; and

- Draft Monthly EPR unit activities reports for WFP's CO management, Regional Bureau and HQ.

| Emergency Response

- Set up, implement and monitor WFP's Emergency Communication Checklist;

- Develop a Reports Matrix for the Country Office for use during emergencies; and

- In charge of drafting executive briefs, situation reports.

| Annual Simulation Exercise

- Design and organize WFP's annual Simulation Exercise (SimEx) to improve Government's (at National, Provincial, District and local level) Emergency Logistics preparedness to respond to major disasters:

? Liaise and coordinate with WFP's main counterparts at National (BNPB) and Provincial (BPBD and Governor Office) levels to organize the SimEx. Have Focal persons appointed for all agencies;

? Set simulation objectives with senior managers of hosting Government at National (BNPB) and Provincial (BPBD and Governor Office) levels;

? Identify, liaise and engage all concerned stakeholders to be part of the SimEx and edit role-guides as needed;

? Prepare, manage and conduct 2 planning workshops prior to the SimEx to ensure scenario, role guides and stakeholders involvement in the simulation;

? Organize, in close coordination with Focal persons from WFP's main counterparts, a 4-days Simulation Exercise (Table Top)

? Organize a one-day debriefing and after action review session to reflect on the scenario and objectives of the SimEx

| Miscellaneous
- Bring appropriate support to WFP Field Operations, including during Emergencies, as requested; and

- Perform other related duties as required.

- Ability to interpret, analyze and resolve problems
- Knowledge of procedures, reporting requirements and ethical practices of the UN system
- The incumbent is responsible to abide by security policies, administrative instructions, plans and procedures of the UN Security Management System and that of WFP

Qualifications and Experiences:

Education: University degree in relevant discipline.

Experience: Minimum three to five years of postgraduate in designing a multi-year program or strategy in Logistics, emergency preparedness & response and Disaster Risk Reduction. Professional experiences in humanitarian logistics/preparedness &response, DRR. Proficiency in Windows (MS Word, MS Excel, power point) SAP preferable.

Knowledge: Demonstrated understanding of EPR related areas and excellent in coordinating with Government agency, International agencies. Experience in facilitating/training in DRR is a plus.

Language: Excellent English language skills and demonstrated ability to represent WFP in fora and other external engagements; demonstrated strong analytical and report writing skills.
