BACKGROUND
Jaringan Kesejahteraan/Kesehatan Masyarakat (JKM), or Networking for
Community Welfare & Health, is a local NGO headquartered in Medan,
Indonesia that deals primarily with community health projects
throughout the province of North Sumatra. It was established in 2001
by a group of doctors and health practitioners in Medan. Over the
years, JKM has developed into a well-known organization recognized for
its leading role in community-based public health initiatives.
Today, JKM has project, namely, CEPAT project. CEPAT project is a
five–year program (2012 – 2017) funded by the USAID and implemented by
Yayasan Jaringan Kesejahteraan/Kesehatan Masyarakat (JKM).
The main goal of CEPAT aims to train community volunteers for advocacy
and social mobilization and to mobilize and empower the community to
prevent, detect, and treat TB, MDR-TB, and TB-HIV in these three
provinces; DKI Jakarta, North Sumatera and West Sumatera Provinces.
Focus on identifying possible TB cases in vulnerable
populations,especially people living in urban slums, remote islands,
post-disaster areas, the poor and contacts of TB patients and people
living with HIV/AIDS, MDR-TB and malnourished people. To build upon
our team’s experience and will modify and utilize the tools that JKM
has already developed for community mobilization, TB patient support,
and community health worker outreach. Will develop and expand
community-based models to achieve universal access to TB testing and
treatment.
CEPAT program has partnership with WESTAT, UI, USU and UNAND with
their Microbiology Department. Also work with the local government to
change the regulations that are not consistent with the NTP guidance,
increase funding and provide better quality TB services especially
work and coordination with the health institution in province and
district level, coordination with parliament to increase district
budgets, public health in province and district level and also work
with health stakeholder (cadres, TB patients, TB’s family patients and
other community TB group such related INGO and NGO who works with TB
program).
GENERAL OBJECTIVE
For the purpose of Supporting Audit Consultant for JKM Foundation,
with the auditing FY1 and FY2 (2013-2014) in financial expenditures
around Rp. 6.446.741.759 are:
Preparing and assist JKM staff in audit documentation.
File documentation.
Make sure the accounting software.
Other documentation matters for auditing.
TASKS OF THE CONSULTANT
Develop and build the financial management systems and internal
controlling in concerning with the effectively through:
1. Review and revise the financial SOP including with the forms
standardize from USAID and JKM
2. Develop all support SOP
3. Review and revise the standard cost (perdiem, lodging, meals and others)
4. Arrangement all support documents
Produce Financial Report
1. Check the financial statement; cash book, bank book and others
financial documentation.
2. Review the financial report from accounting software system (Accurate).
3. Check balance sheet in Financial Statement
4. Check the financial documentation and the completeness.
Support and assist during the external audit process.
EXPECTED RESULTS / DELIVERABLES
For point A and B, the consultant will be assisting JKM for 30 – 50 days.
And for point C, the consultant will be assisting JKM for 5 days.
Starting on February 9, 2015 until May, 2015
SUPERVISION:
The Consultant will work under the guidance of the Chief of Party with
the Head of Programmes providing direct supervision. S/he will work
closely with the Programme Staff members and the Head of Finance and
Administration or Grant for the final figures and audited financial
statements.
CONSULTANT QUALIFICATIONS
Consultant must be familiar with SOP and administrative financial document.
Consultant must know USAID regulation.
Consultant should be experienced with audit standards, whichever is
applicable for the audit. Consultant must employ adequate staff with
appropriate professional qualifications, minimum five years experience
in auditing the accounts of entities comparable in size and complexity
to the entity being audited.
Curriculum vitae (CV) or Company Profile should be provided to the
client by the principal of the firm of consultant who would be
responsible for signing the opinion.
