Chemonics IMACS Seeks MBAPI Standardization Facilitator

Chemonics International Inc. seeks a Mitigasi Bencana dan Adaptasi Perubahan Iklim (MBAPI) Standardization Facilitator for the USAID-funded Indonesia Marine and Climate Support (IMACS) Project. The goal of the IMACS Project is to contribute to the sustainable management of Indonesia's marine and coastal ecosystems through support to the Ministry of Marine Affairs and Fisheries (MMAF). The IMACS Project is now in its fifth and final year, and is seeking a short-term, MBAPI Standardization Facilitator to support the MMAF strategic planning team in focusing on the Climate Changes Adaptation aspect of the mandate for IMACS Project within the mandate of MMAF and how it relates to the development of the maritime sector that has become the focus of government policy making.

This position is based in Jakarta with possibilities to travel within Indonesia, beginning on/around June 22, through August 21, 2015, working approximately 35 days.

Responsibilities

The MBAPI Standardization Facilitator will facilitate MMAF to conduct pre-convention, and convention of draft Standar Kompetensi Kerja Nasional Indonesia (SKKNI) of MBAPI Facilitator. The MBAPI Standardization Facilitator will facilitate MMAF i.e the Directorate of Marine and Coastal Affairs, and the MMAF Training Center (Pusat Pelatihan or PUSLAT) to prepare and finalize a comprehensive draft SKKNI of MBAPI Facilitator to be discussed at pre-convention forums, and convention forum. The Facilitator will facilitate the MMAF to discuss with the related Professional Certification Institutions, the related Training Institutions, the Associations, and other related ministries in the standardization process of SKKNI of MBAPI Facilitator, with specific tasks as following:

  • Discuss with team of the Directorate of Marine and Coastal Affairs, and the Training Center or PUSLAT of MMAF to develop a draft SKKNI of MBAPI Facilitator.
  • Facilitate the MMAF Team to discuss with the related Professional Certification Institutions, the related Training Institutions, the Associations, and other related ministries in the standardization process of SKKNI of MBAPI Facilitator.
  •  Facilitate the MMAF Team to develop a comprehensive draft SKKNI of MBAPI Facilitator, which contain:
    • Competency mapping
    • Competency standard packaging
    • Competency unit substances (title of competency unit, description, competency element, verification criteria, variable limitation, and assessment guidance)
  • Facilitate the discussions at the pre-conventions and convention forums
  •  Develop pre-conventions and convention reports.

Qualifications

  • Minimum a master’s degree in education.
  • Minimum seven year experiences in facilitating the development of training curriculum, and facilitating government institutions to standardize the specific professional competency in public sector.
  • Has experience working with the Ministry of Marine Affairs and Fisheries, the Ministry of Man Power and the Professional Certification Institutions.
  • Familiar with disaster mitigation and climate change adaptation.
  • Excellent command of written and spoken Bahasa Indonesia.
  • Good command of written and spoken English (desirable)
