Short Term Consultant (maximum 150 working days): Social Security Specialist

Social Security Specialist
The World Bank is supporting the government of Indonesia’s implementation of its national social security system under the SJSN Law No. 40/2004 and the BPJS Law No. 24/2011. The government’s goal is to achieve universal coverage for health, pension, old age savings, death benefits, and work accident benefits. This support is part of the World Bank’s program of support to the government of Indonesia to help it strengthen national efforts to reduce poverty and vulnerability by providing technical assistance, policy advice, analytical work, and grants to non-government think tanks and research institutions. The World Bank is seeking to hire a Social Security Specialist based in Jakarta. The selected candidate will be offered a one-year contract as a Short Term Consultant (maximum 150 working days), with a possibility of conversion to Bank staff in the future, subject to government demand, performance and financial resources.

The primary objectives
The Social Security Specialist will work closely with the Social Protection team to provide substantive research and analysis, assist with the preparation of Policy Notes and other key Bank publications, and work directly with senior government counterparts in support of the team’s effort to assist the government of Indonesia with implementation of the national social security system.

Main Duties and Responsibilities:
  • Build and sustain effective relationships with senior government officials, line ministries, project implementation units, international development partners and think tanks
  • Actively participate in the policy dialogue on social protection programs
  • Participate and lead meetings with senior government officials; prepare and make presentations
  • Prepare analytical reports for the Bank and the government
  • Contribute substantively to advisory work in social protection, and provide inputs to cross-sectoral studies, government strategies, etc.
  • Support the overall coordination of the World Bank social protection programs in Indonesia
  • Serve as an expert in social protection programs in Indonesia and the region
  • Prepare computer models for financial and actuarial analysis of the fiscal sustainability of government social protection programs
  • Coordinate closely with the other teams in the World Bank to ensure the implementation support provided to the GOI is of outstanding quality and that systemic issues can be detected and addressed as needed.

Selection Criteria:
  • A master’s degree or equivalent in a relevant discipline (economics, public policy, social policy, actuarial science or a related field) with minimum of ten years of relevant work experience.
  • Familiarity with development, economic, political, social and cultural issues in Indonesia. Experience with the government, or multi-lateral development agency projects would be highly advantageous
  • Excellent interpersonal and leadership skills. Demonstrated ability in managing relationships with senior Indonesian government officials, local organizations and donor agencies is highly desirable 
  • Excellent research and analytical skills. Significant knowledge and educational background in at least one of the core social protection areas with public policy and pensions/insurance experience preferred
  • Excellent English writing and speaking ability
  • Function well independently and has the ability to professionally represent the Bank, handle multiple tasks, meet changing priorities, deliver high-quality analysis, work on-time, and able to work as a member of a multi-professional team.
