PROJECT CONTEXT:
Republic of Indonesia signed the Stockholm Convention on POPs on 23 May 2001 and ratified it on 11 June 2009. The GEF project “Enabling Activities to facilitate early action on the implementation of the Stockholm Convention on Persistent Organic Pollutants (POPs) in Indonesia” was successfully implemented through UNIDO and the country's NIP (National Implementation Plan) was submitted on 15 April 2010. The NIP has established the baseline situation in terms of POPs issues in the country including preliminary inventories of POPs chemicals and respective action plans and strategies for the fulfillment of the country’s obligations under the Stockholm Convention.
The NIP for the Stockholm Convention of the Republic of Indonesia identified phase-out and disposal ofPolychlorinated Biphenyls (PCBs) as one of the top priorities requiring immediate attention and action. The rationale and objectives of the project originate from  the priorities and key objectives established by the NIP: (i) Establish regulation on PCBs containing equipment; (ii) Measure PCBs contamination, especially in mining activities, industrial zones and power plant, ships and vessels; (iii) Strengthen capability and capacity of infrastructure as well as human resources; (iv) Environmentally sound management of PCBs containing equipment and waste; (v) Ensure destruction of PCBs and PCB-containing equipment in an environmentally safe manner according to best available techniques/best environmental practices (BAT/BEP) and increase the number of destruction facilities based on geographical consideration and; (vi) Public awareness raising on PCB impacts to human health and the environment.
The project will assist the country to establish Environmentally Sound Management (ESM) of PCBs focusing on the most industrialized provinces and a pilot site, which will allow the country to disseminate and replicate best practices for PCBs management and disposal. ESM of PCB will include the identification, collection, packaging, registration and labeling system at the respective factory/industry, transport, safe interim storage and disposal of PCB-containing equipment and waste. The overall objective of the project is to eliminate the use and releases of PCBs in the environment through the introduction of ESM and to dispose of at least 3,000 tonnes of PCB wastes, PCB-contaminated oil and equipment.
Under the direct supervision of the National Project Manager, the incumbent shall serve as Project Assistant. The incumbent shall be responsible in providing administrative support to the operation Project Management Unit (PMU) and ensuring the smooth functioning of administrative systems under projects. The incumbent assists the National Project Manager (NPM) in the development, implementation and administration of projects activities secretarial and administrative support. The incumbent shall undertake and be responsible for the following tasks:

Assist the NPM in undertaking timely and relevant management and coordination of the day-to-day operation of the PMU, including administration, accounting andfinancial reporting

Perform and monitor general administrative tasks related to project implementation which includes, but are not limited to, arrangement for meetings, budget monitoring, and recruitment of national experts
Meetings are arranged/scheduled and national experts recruited as necessary during project course
Assist the NPM in preparing and reviewing project reports, minutes of meeting, and other publications/outputs (for example, proceeding, reports, etc.) produced by projects and experts

Assist the NPM the organization of workshops, seminars, trainings, and other relevant events, which include drafting of the terms of reference, budgeting, preparation of correspondence with participants, and leasing with hotels, vendors, subcontracting institutions

Provide secretariat and logistic support to workshops, seminars and trainings including necessary translation/interpretation tasks assigned by the NPM
Equipments and suplies needed for project operation are available
Supervise the procurement and/or import/export of equipment, materials, supplies and sundries as may be needed in the project, in accordance with UNIDO guidelines
Maintain an updated inventory of all supplies and equipment and prepares guidelines for the proper use and maintenance of office equipment and properties
Prepare and arrange travel plan and its procurement for projects
Ensuring a proper general accounting records related to the project, including:
·         Proper recording of financial transactions and prepare a regular report on the project’s financial status
·         Certifying correctness of journals, vouchers, bills, statement of accounts, trial balance, budget estimates and other financial statement and records
·         Preparation of payroll and general voucher of salaries, and other documentary requirements for disbursements
Project general accounting, inlcuding financial transaction and record management system are established
Establish a record of management system for the project both in paper and electronic form
Maintain files of all personnel, consultants and subcontractors actively engaged in the project
As required, provide administrative assistance to the UNIDO Country Office
Carry out other relevant tasks that may be assigned by the NPM

MINIMUM ORGANIZATIONAL REQUREMENTS
Education: Completion of the secondary education
Technical and Functional Experience:
At least 5 years working experience related to project management and support activities; and proven professional credibility and working experience in a governmental, multilateral or civil society organization would be an asset.
Other Skills:
Computer literate, particularly office software packages such as MS Word, Excel and Power Point; and skilled in the use of email and internet facilities, and in running office equipment
LanguageFluency in spoken and written in English
CONDITIONS OF WORK
Initial contract of (6) months probation period with possible of extension to three years according to working performance and availability of fund
