CARE International Indonesia (CII), as an international NGO, has carried out large scale operations in Indonesia, encompassing emergency operations, transitional activities centered on agriculture and nutrition and a range of development initiatives in such areas as water and sanitation, health and enterprise & economic development.


CARE International Indonesia in Kupang (East Nusa Tenggara-NTT) is currently recruiting the following position for its project:


JOB TITLE                             : INTEGRATED RISK MANAGEMENT, GOVERNMENT LIAISON and CAPACITY STRENGTHENING SPECIALIST

REPORTS TO                        : FIELD COORDINATOR




JOB SUMMARY

The Integrated Risk Management (IRM), Government Liaison and Capacity Strengthening Specialist position covers the scope of all work related to, but not limited to, the promotion of IRM perspectives and linkages between communities, government and other stakeholders within the scope of the PfR II program. As such, he/she is the key person responsible for the integration of DRR, Climate Change Adaptation (CCA) and Ecosystem Management and Restoration (EMR) principles into dialogue and capacity building activities with all relevant stakeholders, as required by the PfR program.

In particular, the IRM, Government Liaison and Capacity Strengthening Specialist will focus on building the capacity of Civil Society Organizations (CSOs) in target communities to use evidence to influence investment mechanisms and apply IRM-based safeguards to policy and practice. To do so, he/She will strategically engage in partnership with CSOs, governments and private sector stakeholders to increase their awareness and knowledge, to formulate improved policies, guidelines and plans, on IRM.

A complementary role of the IRM, Government Liaison and Capacity Strengthening Specialist will be the responsibility for building and maintaining relationships with relevant government agencies, ensuring the effectiveness of the lobbying and advocacy requirements of the PfR II project are met at the local level.



MAIN RESPONSIBILITIES AND TASKS

1. Capacity Strengthening;
2. IRM knowledge sharing and evidence building;
3. Government Liaison;
4. Support for the PfR team in Kupang and other.



QUALIFICATIONS

1. Minimum of Bachelor Degree in Environmental Management, Climate Change, Development, Social Studies, Communications, or other related field ;
2. At least 8 years of experience in community development, development cooperation and/or humanitarian activities in Indonesia;
3. Experience working with a development NGO in multi-cultural environment;
4. Relevant knowledge and/or experience in disaster risk reduction, climate change adaptation, and ecosystem management restoration;
5. Experience with the design, implementation, management and evaluation of programs;
6. Experience in participatory planning and review techniques;
7. Knowledge and/or experience of the community based adaptation;
8. An understanding of gender issues and gender-sensitive approach to programming;
9. Capacity building, communication and facilitation skills;
10. Understanding and skills in relation to facilitating institutional development and organizational change;
11. Willingness to spend a lot of time in the field;
12. Strong interpersonal skills;
13. Ability to work with little supervision;
14. Practical computer skills (Microsoft Office, Outlook, etc.);
15. Ability to work independently as well as a part of a team in a cross cultural environment;
16. Experience working in NTT or eastern Indonesia region;
17. Experience of the asset based approach (appreciative inquiry);
18. Excellent communication skills, both written and verbal;
19. Fluently spoken and written English.
