FHI 360 seeking M&E Specialist Consultant

Project Overview
With the support of the Office of Defense Corporation (ODC – US Embassy) FHI 360 manages a project to strengthen the Indonesian military (TNI) response to HIV by providing technical assistance to the Indonesian military.
 
SCOPE OF WORK AND TASKS
Under this project, FHI 360 is seeking a qualified and experienced consultant to serve in the role of Monitoring & Evaluation Specialist.  The consultant will be assigned the following:
 
  1. Work with the project team to ensure that programs are well monitored and evaluated, with appropriate indicators of success, impact measurements, and communication of results to the donor, government, and partners
  2. Provide M&E technical leadership to the project
  3. Advise on appropriate M&E activity designs and strategies
  4. Develop and/or coordinate performance monitoring plans that reflect work plans and their indicators including M&E system, QA/QI, data analysis and data use to as determined by the project
  5. Manage M&E activities related to the performance of programs, including M&E design; selection and measurement of appropriate indicators; development of appropriate M&E recording and reporting forms and mechanisms; data quality assurance processes and systems; appropriate data analysis; and appropriate dissemination or results
  6. Work with relevant stakeholders to enhance data use in advocacy and in decision-making related to optimal strategies and interventions
 
Consultancy Location and Travel
The consultancy will be based in Jakarta, Indonesia.  Some travel within Indonesia may be required.
 
Period of Performance
01 March 2016 to 31 May 2016 for a total of 66 working days.
 
Remuneration and Expenses
The consultant will be paid an agreed daily rate for her/his services.  Payment will be made on a monthly basis after the successful completion and approval of tasks assigned during that month.
 
Qualifications
The successful candidate will:
·       Have considerable experience working with HIV M&E  in Indonesia
·       Have experience working with US Government Funding.
·       Have completed a Master Degree level or possess equivalent experience in a relevant field (e.g. public health, health education, clinical science, nursing, medicine, statistics, etc)

Evaluation Criteria (65 pts total)
·       Technical Capability – 40 pts
o   Experience with HIV M&E programming in Indonesia – 20 pts
o   Strong knowledge of HIV M&E strategies in Indonesia – 20 pts
·       Past Performance/relative experience – 25 pts
