Vacancy: Finance Officer - American Red Cross

Summary of Position
Organizational Context - The American Red Cross (Amcross) helps vulnerable people around the world to prevent, prepare for and respond to disasters, complex humanitarian emergencies and life-threatening health conditions. It is a member of the International Federation of Red Cross and Red Crescent Societies (IFRC) and works closely with Palang Merah Indonesia (PMI). Currently Amcross supports programs in Aceh, Jakarta, West and Central Java, Bali, and West Nusa Tenggara (Lombok).  Amcross works with PMI focusing on 3 program sectors: Disaster Management, Health, and Organizational Development.

Job purpose
The Finance Officer is a part of the Finance Unit in the Indonesia Delegation, Jakarta Office to support the finance work in order to ensure Indonesia Delegation operates effectively and efficiently. S/he provides support to the delegation to ensure that the delegation’s finance is managed in accordance with the American Red Cross policies, procedures and generally accepted accounting principles.

Job duties and responsibilities
ü  Ensure that all financial transactions are valid, adequately supported, and processed in accordance with the Financial Policies and Procedures Manual.
ü  Ensure that all payments will be wired to the beneficiary through online banking system. 
ü  Encode transactions into accounting system (EPICOR).
ü  Ensure financial records and documents are well maintained.
ü  Maintain cash advance for staff and advance payment for vendor.
ü  Manage petty cash to support field operations, including review and process payment, also ensure that petty cash fund is maintained properly and adequately safeguarded.
ü  Provide monthly financial reports, i.e. bank reconciliation, Deposit & Prepayment tracking, outstanding accrual and monthly closing checklist.
ü  Be involved in budget development process, provide Budget versus Actual (BVA) information, and provide financial analysis to project managers.
ü  Develop financial information for Quarterly Project Report.
ü  Provide technical support to PMI in order to strengthen their financial management capacity.
ü  Coordinate finance unit’s coverage during supervisor’s absence to ensure that ongoing support is available to finance, program and operation staff.

Duties applicable to all staff
ü  Actively work towards the achievement of the Federation Secretariat’s goals.
ü  Abide by and work in accordance with the Red Cross and Red Crescent principles.
ü  Perform any other work related to duties and responsibilities that may be assigned by the line manager.

Position Requirements
ü  Hold degrees in Accounting/Management/Finance.
ü  Experience of working for the Red Cross/Red Crescent or international organization.
ü  3-5 years’ work experience in a finance or accounting role.

Knowledge and Skills
ü  Familiarity with Red Cross and US Government regulations is desirable.
ü  Excellent understanding of general accounting principles and practices, audit processes, taxes and internal control.
ü  Excellent knowledge of MS office (Basic Excel is mandatory, Pivot and Macro is a plus).
ü  Familiarity with accounting software (EPICOR is a plus).
ü  Fluent spoken and written English.
