SNV is a not-for-profit international development organisation. Low income groups and smallholder farmers are particularly vulnerable to climate change; more frequent extreme weather events, pest and disease attacks on crops, and rising sea levels contribute to environmental degradation, poor harvests, food shortages, and price shocks. To protect livelihoods and natural resources from the impacts of climate change, SNV implements market-based pro-poor solutions supporting climate resilient agriculture and low emissions: Evergreen Farms, Deforestation Free Supply Chains, and Climate Smart Landscapes. We collaborate with both private and public-sector partners across Asia, Africa and Latin America to improve farmers' adaptability to climate change and increase agriculture productivity, to reduce and/or remove greenhouse gases, and to build the resilience of food systems and farmer livelihoods.
SNV in Indonesia is currently involved in several projects aiming to address deforestation and climate change, through increase capacity of local communities, provide technical assistance to government and implement better management practice of commodities to related stakeholders. We are looking for young professionals that can support our projects with a background in natural resources management, agriculture or forestry. We are offering a full time position, based in Jakarta with occasional travel to project sites.
Improving capacity of Community Based Forest Enterprises (CBFEs)
The weak definition over rights to forest areas, tenure conflict among the state and the people, and lack of capacity from forestry development institutions to address the actual problems in the field and the absence of management institutions on site are among the root causes of forest degradation. Thus, the developed strategies should be focused on spatial planning and improving the local socio-economic situation, including improving the integrated programs between local and national government. The development of Forest Management Units (FMUs) or Kesatuan Pengelolaan Hutan (KPH) in state owned forest area all over Indonesia is considered as a strategic solution to address those issues. The fundamental concept of FMU is to shift the role of forest government from forest administrator to forest manager. This aims to improve transparency and accountability of forest governance. In addition, the solid step also can be a possible opportunity for conflict resolution.
The Government of Indonesia (GoI) designs a strategy to promote Community Based Forest Enterprises (CBFEs) improve their access to socio-economic benefits and strengthen management forestlands and natural resources for commercial and non-commercial purposes. Dealing with excessive land disputes involving communities, the government’s strategy is to disseminate 12.7 million hectares of social forests (2015-2019), in the form of partnership schemes, including with FMU. It is believed that better ownership rights contribute to the development of strong CBFEs. CBFE can contribute to the reduction of the demand and supply gap and to the reduction of leakage by its business enterprises, in addition to ensure more social and economic benefits such as poverty alleviation and livelihoods improvement. CBFE faces constraints to doing business particularly in which lack of access to finance and technical know-how to become robust and profitable businesses. However, restricted access to finance and limited technical know-how is also limiting community adoption of CBFEs and with it, the local socio-economic benefits and reduced deforestation.
SNV supports in improving capacity of FMU personnel and CBFEs, assuring their access to forest resources management, and allowing them to contribute to forest industry development using Market Analysis and Development approach developed by FAO through some activities such as training of local facilitators, community facilitation and access to finance. The site locations consist of four Forest Management Unit (FMU) located in North Sulawesi, East Nusa Tenggara, South Kalimantan and South Sumatera.
Support to Indonesia's Climate Change Response
The project provides a key contribution to improvements of natural resources management in the province of Aceh. The project not only contribute to improved management of forest and peatland, and thereby contributing to GHG reductions. It will also contribute peaceful development and promote economically sustainable approaches. Low emission development is fostered while opportunities for investment, jobs and income generation are opened up. The project will contribute to Indonesia’s achievement of its climate change response objectives in the LULUCF sector through low carbon development planning and implementation. At provincial level, the project will support Aceh at provincial and district level, to contribute in an effective and coherent way to the national GHG reduction strategy
South Sumatra Partnership for Landscape Management Support Project
The project aims to facilitate and support the government, private sector and local communities, to establish and pilot the sustainable landscape management partnership approach in the landscape of South Sumatra. This landscape broadly matches the Banyuasin watershed and includes the South Sumatra’s priority peatland landscape. The landscape has greatest potential for greenhouse gas emission reductions through improved peatland and forest protection and management in South Sumatra, and can act as a model for the replication of this approach both within and beyond South Sumatra.
SNV contributes on the implementation through interventions, including: 1) Support the sustainable and resilient expansion of oil palm and rubber production 2) Promote better management practices (BMP) to increase oil palm and rubber productivity, 3) Support an inclusive business model to improve the oil palm and rubber value chain. These interventions support the transition to a zero-deforestation and sustainable production system through improved land use planning and environmental awareness, enhancing economic growth and reducing poverty through increased productivity of smallholder oil palm and rubber plantations, strengthened and develop farmer organisations in order to ensure impact at scale, and effective transfer of knowledge in order to improve the ability of smallholders to organize themselves.
- Conducts routine supportive analysis on projects
- Participates in strategic positioning meetings (upon invitation) as part of the team
- Maintains operational contacts with partners and other contacts within assignments
- Assist in planning, review their progress and address deviations in terms of timelines and quality, based on project planning, deliverables agreed and budget set based on project management procedures
- Record financial transactions in portfolio ledger system, prepare and check monthly, quarterly and annual financial accounts, forecasts and project depletion for the portfolio
- Assist in travel arrangement for portfolio members and consultants
- Assist in implementation of M&E plan (including external and internal reviews and evaluations) and (donor) reporting for project
- Contributes to internal and external knowledge development
- University degree with relevant background in agriculture, forestry, or environment;
- Minimum five years’ experience in project management or sustainable development, particularly in agricultural or forestry based sector;
- Good understanding and knowledge on agriculture, forestry and climate change issues in Indonesia;
- Excellent communication and inter-personal skills, and the ability to establish and maintain effective working relationships with colleagues, partners, external actors and allies;
- Fluent English and Indonesian;
- Advanced computer skills;
- Willingness to travel;
Contract Duration: One-year contract with the possibility of extension.
Desired Start Date: July 2016.
